shall be filed, however , with the tentative parcel map <br /> or tentative map and shall be considered by the Subdivision <br /> Committee or the Plan Review Committee , as the case may be <br /> when it reviews a map. The application requesting an exception <br /> with the recommendations of the Subdivision Committee or the <br /> Plan Review Committee shall be forwarded to the Planning <br /> Commission with a tentative parcel map or tentative map. <br /> "The Planning Commission shall review the application <br /> requesting an exception and the recommendation of the <br /> Subdivision Committee or the Plan Review Committee at the <br /> time the Planning Commission considers the tentative parcel <br /> map or tentative map. After making such review, the Planning <br /> Commission may grant one or more exceptions if it makes all <br /> of the following findings : <br /> " (a) The property is of such shape or size , or is <br /> affected by such topographical conditions , or is subject to <br /> such title limitations of record that it is impossible or <br /> impracticable for the subdivider to comply with the require- <br /> ment that exception is made to; <br /> " (b) The exception is necessary for the preservation <br /> and enjoyment of a substantial property right of the <br /> subdivider; <br /> " (c) The granting of the exception will not be detri- <br /> mental to the public welfare or injurious to other property <br /> in the vicinity of the subject property . <br /> " In granting such exception , the Planning Commission <br /> may impose such conditions as will substantially secure <br /> the objectives of this chapter .
