The term ' street ' as <br /> used in this section may be interpreted to include existing <br /> as well as new streets , highways , freeways, expressways , <br /> or <br /> parkways , and pedestrian paths of- hiking trails , cycling <br /> and equestrian paths. <br /> "Section 30 . 73 . Requirements for Dedication for Streets , <br /> Alleys , Drainage , Public Utility Easements and Other Public <br /> Easements. As a condition of approval of a final map or <br /> parcel map, the subdivider shall dedicate or make an irrevocable <br /> offer of dedication of all parcels of land within the subdivisio <br /> that are required for streets , alleys , including access rights <br /> and abutter ' s rights , drainage , public utility easements , and <br /> other public easements . <br /> "Section 30. 74 . Payment of Fees Required for Drainage and <br /> Sewer Facilities . Prior to the filing of any parcel map or <br /> final map, the subdivider shall pay or cause to be paid , any <br /> fees for defraying the estimated costs of constructing planned <br /> drainage facilities for the removal of surface and storm waters <br /> from local or neighborhood areas; and for sewer connections and <br /> other utility and sewer facilities as may from time to time be <br /> established by resolution of the City Council . <br /> "Section 30 . 79 . Improvement Security: Required . All <br /> improvement security required in connection with a division <br /> of land shall be provided in a manner which is in compliance <br /> with the Subdivision Map Act. <br /> "Section 30.80 .
