a <br /> Unless the subdivision is located within a previously <br /> platted area with rear lot line easements , all such ease- <br /> ments shall be along the street frontage . All utility <br /> distribution service shall be underground in residential <br /> and commercial subdivisions , except as follows : <br /> " (1) Pedestal mounted terminal boxes and <br /> meter cabinets; <br /> " (2) Metal or wooden poles for street lights; <br /> " (3) Electrical distribution lines carrying in <br /> excess of 34 . 5 KV. <br /> "The subdivider shall be responsible for coordination <br /> of design and installation standards with the affected <br /> utilities. <br /> " (e) Drainage. General requirements for drainage are <br /> as follows: <br /> " (1) Drainage structures shall be designed so <br /> as to protect lots and streets from a 100 <br /> year flood hazard as detailed in the City <br /> standard specifications ; <br /> " (2) Wherever the topography permits , drainage <br /> from individual lots shall be toward the <br /> street or toward a natural drainage course. <br /> In downhill side lots in hillside subdivisions , <br /> drainage shall be designed to minimize its <br /> impact on such lots below them; <br /> " ( 3) Wherever a natural or a planned drainage <br /> course traverses a subdivision, a mainten- <br /> ance and/or open space easement shall be <br /> dedicated by the subdivider for the safe <br /> disposal of storm waters; <br /> " (4) Drainage structures shall be designed and <br /> installed to a grade to the approval of the <br /> Director of Public Works . He may require <br /> installation of such access and safety <br /> features on such structures as he deems <br /> necessary to provide adequate drainage. <br /> "Section 30 . 117 . Lot Design. All subdivisions shall <br /> contain the following lot design features : <br /> (n1 <br />
