resolution because each regulates the subject matter <br /> of the subdivision of real property or a related subject <br /> matter , that provision which is more restrictive or <br /> imposes higher standards or requirements shall govern. <br /> "Whenever requirements are set forth in general terms <br /> in this chapter, details of such requirements may be <br /> implemented by policies established by the City. <br /> "Section 30. 9 . Severability. If any word , phrase , <br /> clause, subsection, or section of this chapter is found by <br /> a court of competent jurisdiction to be invalid, it is <br /> hereby declared that this City would have adopted all <br /> provisions of this chapter not found to be invalid, in any <br /> event. <br /> "Article II . Parcel Map <br /> "Section 30 . 10 . General. A parcel map shall be filed <br /> and recorded for any subdivision for which a tentative and <br /> a final map is not required by the Subdivision Map Act , or <br /> for subdivisions created by short-term leases of a portion <br /> of an operating right-of-way of a railroad corporation <br /> defined as such by Section 230 of the Public Utilities Code; <br /> provided, however, that upon a showing made to the applicable <br /> advisory agency (see §§30 . 4 (a) , 30. 4 (b) ) based upon sub- <br /> stantial evidence that the public policy necessitates such <br /> a map, this exception shall not apply . A parcel map shall <br /> not be required for a merger, lot line adjustment or parcel <br /> transfer . <br /> "Such maps shall meet all the requirements of the <br /> Subdivision Map Act and of this chapter , and shall show all <br />
