" (2) 'Motor Vehicle,' as used in this Section 30 . 17 ,
<br /> means any self-propelled device by which any
<br /> person or property may be propelled, moved,
<br /> or drawn upon a street, road, or highway,
<br /> excepting a device moved exclusively by human
<br /> power or used exclusively upon stationary
<br /> rails or tracks. 'P�otor Vehicle' includes,
<br /> but is not limited to, automobiles, trailers,
<br /> motor homes, motor coaches, boats, recreational
<br /> vehicles, motorcycles, trucks, and all other
<br /> similar or like vehicles.
<br /> " (b) Within one year from the effective date of the
<br /> ordinance adding this section to the Redwood City Zoning Ordinance,
<br /> every offstreet parking and loading facility in existence upon
<br /> said effective date, and every offstreet parking and loading
<br /> facility constructed and used on and after said effective date,
<br /> shall be improved, constructed, maintained and operated in
<br /> accordance with the following minimum requirements:
<br /> " (1) The �urface of every such parking and loading
<br /> faci�iity shall be designed and graded to provide
<br /> adequate drainage, and such surface shall be
<br /> constructed with a compacted base paved or
<br /> surfaced with plant mix, asphaltum pavement,
<br /> concrete, or other equivalent surfacing,
<br /> approved by the Department of Public Works.
<br /> " (2) Every such parking and loading facility not
<br /> separated by a fence or similar barrier from
<br /> any sidewalk, street, alley, or right-of-way
<br /> which abuts thereto, shall have constructed
<br /> thereon, and securly attached thereto, a
<br /> barrier, not less than six inches in height,
<br /> and located not less than two feet from such
<br /> sidewalk, street, alley, or right-of-way, to
<br /> prevent any portion of any motor vehicle parked
<br /> or stored on such facility from extending into
<br /> such sidewalk, street, alley, or right-of-way.
<br /> The design and installation of such barrier
<br /> shall be subject to the approval of the City' s
<br /> Department of Public WorYs.
<br /> " (3) Every offstreet parking and loading facility
<br /> located in any nonresidential district and
<br /> adjoining any parcel of land located in any R
<br /> (Residential) District shall be separated from
<br /> such parcel by a solid wall, view-obscuring
<br /> fence, compact evergreen hedge, or similar
<br /> . such device, constructed or installed to the
<br /> maximum height allowed for fences in such adjoining
<br /> R District wherever such maximum allowable
<br /> height is six feet or less, or to a minimum
