. . . . . - Vice Mayor Ruskin said the Council was making a substantial effort to improve traffic throughout the City than it ever has in the past with staff working directly with the neighborhoods to resolve traffic problems. He said recruiting members for the TAC as it - stands now might repeat the mistakes of the past. Vice Mayor Ruskin said Council needed to review just how effective this new process was before determining whether the City needed a traffic committee. He described how citizens can come directly to the Council now, and other staff support. Vice Mayor Ruskin said that on the other hand, he couldn't see a clear benefit by dissolving the committee. Council Member Leipzig agreed with Council Member Bain that this Committee should be reviewed in context with all the others. He said dissolving it might send the wrong message to the community, that the Council didn't care about traffic. Council Member Leipzig said it was important to keep the Committee, not to recruit for membership at this time, review it with all the other boards, committees and commissions and make the changes the Council feels are necessary. Council Member Hartnett said the purpose of freezing the Committee or dissolving it was the same - not to recruit for membership at this time. He said that over the years there have not been any cogent recommendations from any Council members on how to resolve the problems with the TAC at a policy level. Council Member Hartnett said, "now we are focusing on it with the idea of making it workable so that it is a valuable committee." Council Member Claire spoke in favor of dissolving the T AC. He provided background of the TAC, established when he was Mayor, and said the TAC ignored the established - scope of work and migrated into areas under the purview of the Planning Department. Council Member Claire said the TAC had been amended during Mayor Greenalch's term, but now needed to be reinvented with a very strong set of parameters. He said dissolving the T AC would not send the wrong message, that "the worst thing we can do is put a committee structure between ourselves and one of the hottest issues in our community. We can move much more quickly with citizens coming before us, alerting us directly, and immediately, to traffic problems in their neighborhoods, so that we can direct staff to work on it, and move on it.
