<br />Council Member Hartnett said a Spring citywide recruitment was a good idea to focus <br />attention on how important the Council felt these appointments were to good governance. <br />He said Interview Sessions right before Council Meetings tended to be rushed, and spoke <br />in favor of having them on alternate nights. He said the proposed swearing-in ceremony <br />scheduled only a few days after the appointments were made didn't give people adequate <br />time to prepare and may put a burden on staff. <br /> MEMO 3/17/98 <br />Council Member Ruskin spoke in favor of Interview Sessions on other than Monday <br />nights, and said he was willing to be flexible if Thursday nights were not convenient. He <br />recommended new wording for the application, changing questions to declarative <br />statements regarding the role of board, committee and commission members, and <br />submitted it to the City Clerk. Council Member Ruskin said it was important to let <br />applicants know that "some board activities and actions do not go to the Council, other <br />actions will serve as advice to the Council." He also asked that since each applicant could <br />apply to two boards, committees or commissions on one application, tWo spaces should be <br />provided, one for each choice. <br /> MEMO 3/17/98 <br />MIS: CLAIRE/BAIN ACCEPT THE CONCEPT OF A CITYWIDE SPRING RECRUITMENT; <br />ADD THE PILOT, THE NEIGHBORHOOD ASSOCIATION NEWSLETTERS, AND THE <br />CITY'S WEB PAGE TO THE ADVERTISING LIST; INCORPORATE VICE MAYOR <br />RUSKIN'S COMMENTS INTO THE APPLICATION FORM; ACCEPT THE PROPOSED <br />INTERVIEW SCHEDULE ON THURSDAY NIGHTS; AND CHANGE THE SWEARING-IN <br />CEREMONY TO JUNE 11 <br />Council Member Claire said he has worked Tuesday and Wednesday nights for the last <br />twenty years, and he would prefer Thursday night Interview Sessions. <br /> MEMO 3/17/98 <br />City Manager Everett suggested having one Interview Session on Wednesday and two on <br />Thursday, or some variation thereof. <br /> MEMO 3/17/98 <br />Vice Mayor Ruskin suggested an amendment to the motion, removing the schedule of <br />Interview Sessions and leaving it to the staff to schedule them in a staggered way so every <br />Council Member would have the opportunity to attend at least one session. <br /> MEMO 3/17/98 <br />Council Member Claire said he didn't want staff to be put in a position of choosing <br />between two Council Member's schedules. He suggested an alternate amendment, that the <br />Council determines the Interview Session at a later point in time.
