Final Acceptance of City Hall Project (Rudolph and Sletten Construction Contract) (100)
REPORT: Engineering and Construction Manager Patterson, March 23,1998
Manager Patterson thanked Council Volunteer Art Balsamo and his wife Ida Balsamo for
their very generous gift of the restored World War II plaque installed in the base of the flag
pole in front of the new City Hall. Mr. Balsamo received a great round of applause for his
concern and his generosity.
Manager Patterson listed the City's projects in recent years that have been constructed on
time and under budget: the new Police Facility, $38,252; the Library, $50,989; Red
Morton Community Center, $18,438; and now the new City Hall, $37,683. Manager
Patterson introduced Mike Anderson of Rudolph and Sletten; the Construction
Management and General Contractor for the City Hall project, who received a round of
applause.
Manager Patterson said that the Civic Center Fund now had a balance of $80,000, and
staff would like to keep $30,000 for any additional costs that might arise for City Hall, and
contribute the balance of $50,000 to the General Fund for C.I.P. He thanked Finance
Accountant Irv Weinstock for crunching the numbers for him throughout the process and
helping him find ways to make it all work. He presented the Mayor with a huge check in
the amount of $50,000, and the audience erupted with applause.
Council Member Hartnett said there were many people to thank for this beautiful City
Hall, including the Council Facilities Subcommittee, Council Member Buchan, Claire and
La Berge, who spent an inordinate amount of time working on this project, and "made
special efforts to make sure that money was wisely spent and properly budgeted, and the
end product would be one that the citizens of Redwood City would be very proud of."
Council Member Hartnett described the tough decisions that the Subcommittee had to
make.
Council Member Hartnett also thanked Manager Patterson who advocated so strongly
for a process of selecting the construction team, a process that had been used in the private
sector but never before in Redwood City. He said it turned out to be right thing to do and
although the risks were huge, Joel Patterson persevered, and now the City had a beautiful
City Hall. The audience applauded Manager Patterson's accomplishments.
ADJOURNED REGULAR COUNCIL MEETING MINUTE BOOK NO. 56 MARCH 23,1998
MINUTES Page No. 344 PAGE 7
