He described the findings as presented in the Staff Report (on file in the City <br /> Clerk Department) for each of the study locations. <br />- <br /> Traffic Engineer Haygood said the final study location, Redwood Shores <br /> Parkway/Marlin Drive, where "basically, none of the stop sign criteria are met, and clearly <br /> at this point, this is the major collector. Redwood Shores Parkway carries about 11,000 <br /> vehicles per day, and it will carry more traffic in the future." Engineer Haygood said the <br /> traffic signal criteria were not met at this time as well. He said however, that the residents <br /> of the Sunrise Development have difficulty exiting their development in the morning peak <br /> hours, and the consultant and staff believe the City should find a way to budget for a traffic <br /> signal at that intersection to avoid what probably will become an intolerable situation. He <br /> said an all-way stop would not be appropriate due to the high volume of traffic on <br /> Redwood Shores Parkway and minor volume of traffic on Marlin Drive. He said the <br /> impact on traffic on Redwood Shores Parkway would cause rolling stops, which create <br /> traffic hazards, as well as increased noise and exhaust emissions. <br /> In response to Councilman Rain's questions regarding distinctions between Marlin <br /> DriveIRedwood Shores and Farm Hill Blvd.Æmerald Hill Road, Traffic Engineer <br /> Haygood said the Farm Hill situation meets the current warrants criteria for a traffic <br /> signal. He said the all-way stop sign there is an interim measure where a signal is <br /> scheduled. He presented numerical statistics showing the higher volume of traffic on Farm <br /> Hill Boulevard. In answer to futther questions Traffic Engineer Haygood said that <br /> Redwood City police have issued many citations and warnings regarding rolling stops at <br />- Farm Hill, and the all-way stop was not the ideal solution to the traffic problem. Traffic <br /> Engineer Haygood also answered that he was not aware of any other place in the City that <br /> had only one exit/egress like the one at the Sunrise development. He advised that he <br /> would provide that information to Council. <br /> MEMO 4/7/98 <br /> Mayor Howard said the Farm Hill Neighborhood Association had told her they were very <br /> grateful for the attention that Mr. Haygood had paid to the residents' concerns and for the <br /> all-way stop sign on Farm Hill at Emerald Hill. <br /> Council Member Claire said it had become almost impossible for him to leave his <br /> driveway on the Alameda during peak hours, and were it not for the all-way stop sign on <br /> the comer he would probably not be able to get out at all.
