Pat Dixon, 16 Admiralty Court, said she was disappointed that the Report did not
recommend an all-way stop sign at Marlin Drive and Redwood Shores Parkway. She said
there was a mile along Redwood Shores Parkway with no traffic devices whatsoever to
slow down traffic. Mrs. Dixon said the Report did not address the issue of child safety.
She said the residents of Redwood Shores do not want a signal at Marlin Drive and
Redwood Shores Parkway. She said the cost of one signal would pay for a traffic officer
to be stationed there and catch the speeders. Mrs. Dixon reminded Council that the
Sunrise development residents had presented a petition requesting an all-way stop sign a
long time ago. She said that two years ago, the residents around Shell and Davit had asked
for an all-way stop sign there many years ago. Mrs. Dixon urged Council to put in an all-
way traffic stop, not a signal, at Marlin Drive and Redwood Shores Parkway.
In answer to Vice Mayor Ruskin's questions regarding her disappointment with the
Report, Mrs. Dixon said her most important issue was the installation of an all-way stop at
Marlin and Redwood Shores, and the second most important was the one at Shell and
Davit.
In answer to Council Member Ira's questions regarding child safety, Mrs. Dixon
described where children of all ages have to cross Redwood Shores Parkway, and said the
four signal lights just increase the speed of traffic from that point east, past Marlin.
Chuck Eudy, 5 Lido Circle, President of Sunrise Homeowners Association, spoke in
favor of a four-way stop sign at Marlin and Redwood Shores Parkway. He read several
items from the staff Report, one of which acknowledged that speeding was a "substantial
issue at this location, however stop signs are not appropriate devices to address speeding."
He said the Report indicates that 70% of pedestrians cross Redwood Shores "use the west
crosswalk which has the highest probability of vehicle/pedestrian conflicts." Mr. Eudy
said the Report was ludicrous, and it behooved the Council to have all-way stops signs
installed before there was a serious accident at that intersection.
In answer to Council Member Bain's questions regarding the preference for a stop sign
not a signal, Mr. Eudy said he agreed with Mrs. Dixon that Redwood Shores was a
village, not a city, and signals were extremely costly as well. Mr. Eudy said he would
prefer to spend that money on schools.
In response to Council Member Claire's administrative questions, City Attorney Schricker
advised that the Council could modify the proposed resolution.
MIS: CLAIRE/LEIPZIG APPROVE THE RESOLUTION AND INCLUDE FOUR-WAY
STOP SIGNS AT MARLIN DRIVE AT REDWOOD SHORES PARKWAY
Council Member Claire said the Report cites general engineering criteria, which is
appropriate. He pointed out, however, that years ago he had warned of a dangerous
REGULAR COUNCIL MEETING MINUTE BOOK NO. 56 APRIL 6,1998
MINUTES Page No. 372 PAGE 12
