Council Member Claire said he felt the same way about Marlin Drive <br />- at Redwood Shores Parkway, and even though the warrants criteria were not met, he <br /> believed four-way stop signs must be installed before another fatal accident occurs. He <br /> said "warrants don't warrant it, but common sense does." <br /> Council Member Leipzig said he was in Redwood Shores last night and saw an officer <br /> issue a speeding ticket. He said he was not a big fan of stop signs, and had not been when <br /> he was Chairman of the T AC, but if the residents want four-way stops signs, the Council <br /> should approve it and move forward. <br /> Council Member Hartnett said he agreed with the motion and modification, but said the <br /> Council needed to look to the future and consider at some point whether that intersection <br /> needed a signal. He said putting a stop sign in now will not preclude installation of a <br /> signal at a later date. Council Member Hartnett said this decision was based on the safety <br /> issues, and continued monitoring will dictate the best solution in the future. <br /> In response to Mayor Howard's questions, Traffic Engineer Eudy described costs of <br /> temporary stop signs, and said he was not in favor of temporary stop signs, because "once <br /> they are in they establish an expectation, and without the painted stop bars and legends <br /> they become potential hazards." <br /> Mayor Howard said she agreed with Council Member Hartnett that the expected <br />- increased volume of traffic on Redwood Shores Parkway will probably necessitate a signal <br /> in the future. She said she supported the resolution and modification, but did not want to <br /> close the books on this issue. She said it needed to be reviewed and monitored. <br /> Vice Mayor Ruskin said he supported the motion, "It's the right thing to do." He said the <br /> safety of children might be enhanced if they had the ability to press the button at a signal <br /> in order to have traffic stop and let them cross. He agreed that the situation needed to be <br /> monitored. He agreed with Council Member Claire that the staff was not to be faulted for <br /> its recommendation, that it was up to the Council to determine all the facts and make the <br /> best decision. <br /> Council Member Claire told Traffic Engineer Haygood that he had done a good job and <br /> the motion and modification "do not reflect on your ability as an engineer. You have great <br /> ability and I am happy you are on board." <br /> MEMO 4/7/98 <br /> Council Member Rain said he agreed with his colleagues, and this vote did not preclude a <br /> signal light at some time in the future if that becomes necessary.
