. . . I I .

information about boards, committees and commissions, and the roles of the City
Manager, City Attorney and City Clerk. Council Member Bain said the City Charter
should also be posted.
-
Vice Mayor Ruskin thanked Council Member Bain for all the work he had done on this
important issue and said, "there are a lot of valuable thoughts here. I'd like to see us move
in this direction." He expressed concern that there was adequate staffing to provide the
necessary updating, "so things don't look out of date."
Council Member Bain said most of his recommendations would not need frequent
updating. He said the focus of his report was to add value to the City's Web Site and
"project a stronger image of who we are."
Council Member Hartnett also thanked Council Member Bain and said it was an
important issue for the Council to consider at a future Council meeting, "but not in the
context of the Council as a committee determining all the details of what might be on the
Web Page. But just approving in concept the direction that it might take, and approving
more specifically the financial side of it. We can't give direction for it to go forward very
far without understanding the budget implications.... We ought to be real clear that the
Council itself ought not to be in the business of determining every detail, but the direction
that has been suggested, I think, is a good one.
Council Member Claire said we do have "Excite" in Redwood City and that company
might be willing to assist us. He described his Internet access to the IRS and other
- governmental and fmancial Sites.
Council Member Ira agreed the City's Web Site needed updating, and discussed
technical Web Site matters. He advised that not all browsers would be able to access
frame space sites or graphics, and that limitation should be considered in any decision.
Council Member Ira suggested that knowledgeable volunteers be recruited to assist this
effort. He said he agreed with Council Member Bain's suggested direction, but expressed
concern regarding maintenance costs.
Council Member Bain said he had received a call from another Technology company that
had heard about the City wanting to upgrade its Web Site and had offered to "work on this
project as our contribution to the community." He said he believed revamping the site
could be done with volunteers at no cost to the City, but maintenance would be another
issue. Council Member Bain thanked Library Director Chen, Library Specialist Gail
McPartland and Information Technology Manager George Gipe for their assistance.
City Manager Everett said he believed Council Member Bain's volunteers would be able
to do the graphics and update the Site. He said staff would do the updating maintenance
and take it one step at a time. City Manager Everett said if the project became
overburdening, he would bring the matter to the Council for further direction.
-
REGULAR COUNCIL MEETING MINUTE BOOK NO. 56 APRIL 6, 1998
MINUTES Page No. 369 PAGE 9
