<br />parks were expensive. Mr. Gilbert said, that as far as creative playgrounds go, these <br />designs were well within the established range. He said the proposed designs used <br />standard, maintainable, durable park materials that would hold up under expected wear and <br />tear. <br />Mr. Gilbert said the total package for both parks' designs as presented was $1,050,000. <br />He said if the Council wished to downscale the designs to stay within budget, he would <br />suggest reviewing the priorities of the community. He said that during the public process, <br />some elements had been identified that the community would be willing to give up in <br />order to earn Council approval to move forward with the improvements to both parks: <br />Stafford Park: <br />Scaling back the arbor design; <br />Instead of a new rest room, renovating the existing one; <br />Reducing the water and sand play area; <br />Stulsaft Park: <br />The climbing structure for older children could be eliminated and replaced with swings. <br />Mr. Gilbert said that eliminating the above elements, but including the design fees, <br />overhead, administrative costs, and inspection fees would reduce the total cost to around <br />$826,000. <br />In response to Council questions, Mr. Gilbert said the new design for Stulsaft Park would <br />leave the existing stairs and gravel road. He described in detail the water play area and the <br />unbreakable "water jars" which were filled with concrete and would have water running <br />out onto the surface picked up by subsurface drainage. Mr. Gilbert said the water area, <br />with two feet of sand, would be designed to prevent puddling, and would not allow <br />running water when not in use. He said the water would be time controlled and could be <br />turned off and on by maintenance staff at any time. Mr. Gilbert said the entrance to <br />Stulsaft off Mitchell Street would remain as is. In answer to further questions, Mr. Gilbert <br />described the proposed ground level stage area in Stafford Park that would face the open <br />space, and would serve as a shaded refuge when there were no concerts taking place. <br />In answer to Council questions, Director Griffiths advised that 60% of Stafford Park was <br />open space and would remain so. <br />Mayor Howard reminded everyone that Council had scheduled a Study Session with the <br />Planning Commission and Architectural Advisory Committee to begin at 8:00 p.m., and <br />advised that the Council might postpone a decision on this item to the next Council <br />meeting, if discussion went past 8:00 p.m. <br />Adjourned Regular Meeting/Study Session MINUTE BOOK NO. 56 April 13,1998 <br />Minutes Page No. 390 Page 4 <br />
