<br />Council Member Claire said he preferred to give staff direction to go forward with the <br />complete project tonight. He suggested that if necessary Council could find the additional <br />money in the Reserve Account which held over $4 million. Council Member Claire said <br />he didn't need to discuss it any further, that he was prepared to vote in favor of the <br />$1,050,000 for the two-park project. <br />In response to Council questions, City Manager Everett said staff had brought back this <br />"conceptual design that fit within the amount of money you originally allocated... in the <br />CIP budget. . .. knowing that in Mayor June you would have another shot at it because you <br />would have the final budget and you could compare it to whatever else you wanted to look <br />at." <br />Mayor Howard advised that she had gone over the plans in detail with Director Griffiths <br />and his staff, and she said that she was under the impression, that at the neighborhood <br />meetings there was a consensus that park users would be willing to accept the scaled back <br />version of the proposed designs. She said she wanted the park renovations to go forward <br />now, and she was ready to go forward with the scaled back version at this point to stay <br />within budget, and to get the project moving. Mayor Howard said, "if there is extra money <br />available, I want to be able to address other priorities that we have, such as playing <br />fields... and many other priorities in different parks in other neighborhoods." She said the <br />scaled back versions that the neighbors discussed were very reasonable and fair and would <br />still provide quality parks. <br />In answer to Council questions regarding Council action, City Attorney Schricker said <br />that Council "could make an appropriate motion relating to the modification and <br />conceptual plans in the allocation of funds. That allocation would appear later at a later <br />time in the context of the budget approval." <br />MIS: LEIPZIGIIRA TO APPROVE ALTERNATIVE NO.2 (GO FORWARD WITH <br />THE SCALED BACK VERSION) <br />Council Member Claire said he would not support the motion as he supported the <br />complete design, costing $1,050,000. He said the additional money could be found in the <br />Reserve Fund, and the proposed improvements were needed every bit as much as the badly <br />needed playing fields. <br />Council Member Hartnett said he would support the motion, and it was his <br />understanding that the motion did not "preclude building it as originally proposed."
