<br /> In response to Council Members' questions, Senior Planner Passanisi said an addition <br /> of more "sensitive uses" would have a significant impact on the number of eligible <br /> parcels, and the law required that some parcels had to be made available. He added <br /> that distances between SOBs and other SOBs or sensitive uses would be measured <br /> from property line to property line. <br /> Mayor Howard thanked Assistant Planner Rizk for all her hard work on this issue. <br />2. Open public hearing; <br /> Mayor Howard opened the public hearing at 8:15 p.m. <br /> MINUTE ORDER NO. 98-105 <br />3. Hear public comment; <br /> William Abney, 2660 Broadway, Give Pizza Chance, representing the Downtown <br /> Business Group, spoke in favor of the proposed SOB ordinances. He said they all <br /> believed it was another move in the right direction for the redevelopment of the <br /> Downtown. Mr. Abney described one individual who apparently frequents the SOB on <br /> El Camino and unfortunately leaves unwelcome materials in other surrounding <br /> businesses. <br /> Monica Brooks, 31 Center Street, co-chair of the Redwood Oaks neighborhood <br /> Association, described how important the proposed SOB ordinance and amendments <br /> were to her neighborhood. She referred to the problems of SOBs in the County area, <br /> and thanked the Council for its actions to help the community in Redwood City. She <br /> cited surrounding jurisdictions that did not have SOBs and said she appreciated the <br /> Council and staff's efforts to raise the standards in Redwood City. <br /> Raymond DeNardi, 453 Alhambra Road, SSF, said he was property owner of739 El <br /> Camino Real, where an SOB, the Golden Gate Book Store, has been operating for the <br /> past 23 years. Mr. DeNardi said he has owned the building for the past 21 years. He <br /> said he opposed only the amortization proposal, and supported the balance of the <br /> proposed ordinance and amendments. He distributed a handout that he said compared <br /> the reasons for instituting an SOB ordinance found in the Report to what had actually <br /> taken place at 739 EI Camino over the years. Mr. DeNardi said none of the stated <br /> issues such as increased crime rates, decreased property values, diminished quality of <br /> life, deterioration of the neighborhood, or school or neighborhood complaints had <br /> taken place. Mr. DeNardi listed eight reasons why the bookstore at 739 El Camino <br /> Real should be grandfathered in (allowed to continue operation): <br /> I.
