<br /> . , . ., ,- <br /> <br /> In response to Council questions, Mayor Hartnett explained the previous tax revenue <br /> situations and what the tax consultants had provided, and alternate tax approaches. <br />- <br /> City Manger Everett advised that the Cities of Oakland and Emeryville had shared a <br /> project and they had reached an agreement on a revenue sharing plan. <br /> Councilman Claire said he wanted more information on the Transient Occupancy Tax. In <br /> response to Councilman Claire's questions regarding the necessity of a vote by the <br /> people to share tax revenues, City Attorney Schricker said "yes, that appears to be the <br /> case, however that doesn't negate the alternative approaches which might call for <br /> mitigation fees in lieu of tax revenues." He suggested that "a real hard look should be <br /> taken at mitigation measures which can soften if not eliminate the impact of the obvious <br /> traffic effects.... Those impacts are very substantial as Council members know full well." <br /> Mayor Hartnett said he didn't want to hold up the development, "I don't think that is <br /> what we want to do, nor anyone would intend to do. But my concern would be to make <br /> sure that there is a mechanism for funding needed traffic and other mitigations that would <br /> arise and be necessary because of the project itself. Certainly, a source of money to do that <br /> is the tax flow that may be generated.... That tax flow need not necessarily get in our <br /> pockets to do the mitigations. It can be mitigations agreed to at the cost of San Carlos..... <br /> We need to work cooperatively..... Announcements ITom Council Members. <br /> I) Councilwoman Buchan announced that Redwood City Police Officer Dan Smith has <br /> advised there are still openings for the Citizens Police Academy. Officer Smith said <br /> any Council Member who wanted to attend would be guaranteed a place in the <br /> program and also welcomed members of the community. Classes will begin in <br /> February on Thursday evenings, 6:30 to 9:30 p.m. <br /> 2) Councilman Leipzig, the City's representative on the Airport Land Use Committee, <br /> offered to attend and monitor the Airport Round Table meetings. Mayor Hartnett <br /> made it official. Staff was asked to furnish agenda, minutes and Airport Round Table <br /> formation to Councilman Leipzig. (209) <br /> MINUTE ORDER NO. 97-010 <br /> 3) Vice Mayor Howard reported on the most recent C/CAG meeting. She announced <br /> that C/CAG's Technical Advisory Committee was asked to distribute $900,000 for <br /> the repair and maintenance of streets utilized by transit vehicles. Redwood City <br />------ applied for the James Street project and received $100,000.
