The increase to <br />'- the Community Center budget was caused by the Facilities Committee adding back the <br /> Teen Center at a cost of $130,000. The Sandpiper Park project is coming in at budget. <br /> (The $370,000 in the report is inaccurate.) The Fire Station and Maintenance Facility <br /> budget will be exceeded by approximately $770,000, due to the bifurcation of the project <br /> into two separate sites, too conservative estimating, upward construction market trends, <br /> 10% to 15% increased costs due to Redwood Shores Owners Association Design Review <br /> requirements, and possible new requirements to provide protection ITom severe corrosive <br /> environment at the SBSA plant site. <br /> City Manager Everett explained that in the next report to the Facilities Committee, <br /> funding mechanisms would be explored, and assured Council that the subject projects <br /> would be financed without General Fund monies or eliminating other significant capital <br /> improvement projects. <br /> City Manager Everett and Facilities Committee Chair Buchan stressed the importance <br /> of maintaining the quality of development and construction in the Redwood Shores <br /> Neighborhood that the Council has committed to throughout the City. <br /> In response to Council questions, City Manager Everett described the impacts to the <br /> original budget: $60,000 for additional design review; and the bifurcation of the site and the <br /> current bid climate, added up to $220,000. He added that the $770,000 figure in the report <br />- included every additional cost they know of to date. City Manager Everett further <br /> described the financial situation: $1.4 M was the original budget (a conservative estimate <br /> which will probably turn out to be closer to $1.6 M leaving a $200,000 difference); design <br /> review has cost an additional $280,000; an additional $70,000 is needed for extra corrosion <br /> protection at the SBSA site. All those costs add up to $550,000. That assumed overage <br /> plus an expected additional $220,000 for the bid climate and bifurcation construction adds <br /> up to the assumed overage of $770,000. City Manager Everett said he had just recently <br /> received some of the figures and planned to work with the Facilities Committee in <br /> preparing a complete report. <br /> Councilman Leipzig expressed his concern regarding the assumed shortfall of almost a <br /> million dollars ($130,000 for the Community Center and $770,000 for the Fire Station! <br /> Maintenance Facility.) He also said he was disturbed by the lack of details in the report, <br /> and the pattern of overages that appears in so many projects that have gone through the <br /> bidding process. <br /> Committee Chairwoman Buchan said the Facilities Committee shared his conCerns and <br /> had already scheduled to work on this issue at its January 29 meeting with staff to prepare a <br /> complete, detailed report for Council to review shortly thereafter.
