develop language in the Vision statement, and in one instance changed one of the
points to read "All areas of Redwood City are safely accessible by various modes of
transportation, by walking, public transportation, by bicycles, by boat, and by
automobile."
Mayor Greenalch described the compromise reached regarding housing, housing
affordability and homelessness in the Vision statement, resulting in two statements that
read: "Our community takes pride in its neighborhoods which are clean, safe and
attractive;" and "Our community supports housing which meets the needs of all of our
residents." Greenalch said once a principle or action is adopted, everyone is
committed to support it and "sell it."
Mayor Greenalch said that after the Committee adopted the Vision statement they
focused on what were the obstacles to achieving that Vision. The list included: people
at large don't feel powerful, lack of connection of large portions of the population,
older people don't have children in school, the City lacks a vital downtown area, and
the perception that schools do not provide quality education.
Mayor Greenalch said the next step was for the Committee to develop strategic
actions that would implement the Vision. He referred to a poster that showed how the
whole City was enclosed in their Vision. The committee decided to take a project
approach that would include the following categories: school-business partnerships;
community involvement activities, the environment, the downtown, building change
agents, aesthetics/beautification, transportation and communication. He described the
small groups assigned to each of the categories and how they will develop projects that
will involve the people of Redwood City in a meaningful way. Greenalch said they
have a list of 60 community groups, neighborhood associations and religious groups,
and they will invite them to participate in a mentoring program designed to implement
the Redwood City 2000 Vision statement. He said the evaluation of their projects will
be based on how well they implement the Vision.
Coordinator Ross said one project group, Community Involvement Advocates, are
interested in projects where they "can get their fingernails dirty."
In response to Council questions, Greenalch said that before the Committee embarked
on a specific project, members research what is already being done in the community,
and then integrate those programs with new approaches to achieve the Vision.
Councilwoman La Berge expressed her support of the one adult/one youth mentoring
program. She said it is vital that youth are involved in these projects. She also
expressed her support for Redwood City 2000's proposed training and leadership
program that will teach people how to address the problems in their community.
City Manager Everett said Redwood City 2000 is on the cutting edge of what cities
throughout the country are beginning to understand, that community members are the
ADJOURNED REGULAR COUNCIL MEETING MINUTE BOOK NO. 55 FEBRUARY 8,1997
MINUTES Page No. 138 PAGE 8
