II Ii I I I II

want to let anybody think we have a new Sister City in China. We do not. It is a Sister
Port and that's it... When I visited China one of the things that I found, and I would agree
with my colleagues that the civil rights violations of China are quite serious, in fact I voted
---- against the Sister City arrangement in one of the prior votes I made. I found that after you
get underneath the governmental structure as is true in many countries, the people of China
are very much like ourselves, the family is very important to them, that is probably the
number one concern to them. And I would like to think we could reach out to people of
China, not necessarily the government under their repressive tactics. It just so happens
that my former student was here during the Tiananmen Square time period, and we spent a
great deal of anxious moments exchanging faxes with our mends and colleagues in China
during that very horrible event. I agree with my two colleagues, and I think that the Port is
correct in this one. The people of Nantong do not represent, in my opinion, the
philosophies of Beijing."
MEMO 3/10/97

F. Mayor Pro Tem Howard reported that she had attended the Redwood City Library
Annual Archives Open House over the weekend, and commended the Archives group for
presenting such a wonderful and rewarding history of Redwood City. She said there was
also a wonderful display of antique cars on the Library grounds on Sunday.
MEMO 3/10/97

-------------------------------------------------------------------------------------------------------------------------

8. STAFF REPORTS

- A. MEZES PLAZA PROJECT, SEVENTH AMENDMENT TO THE DISPOSITION AND
DEVELOPMENT AGREEMENT (DDA) (Corner of Main and Broadway) (110)

REPORT: Redevelopment Agency and Housing Director Church, March 10,1997

Redevelopment Agency and Housing Director Church explained that the developer's
have requested an extension to the DDA in order to finalize financing for the Project.
Director Church described the proposed Seventh Amendment's two 45-day extensions,
and said the developer agreed to the language.

In response to Council questions, Director Church and City Manager Ed Everett
described the relocation process and timelines, and said if all went well, construction could
start in late August or early September of this year and be completed in late sununer of
1998.

Mayor Pro Tern Howard asked if anyone in the audience wished to speak to this subject.
Tania Quijano, 817 Main Street, Redwood City, said there was still a sign on the lot next
door "groundbreaking Fall of 1995." She said she and her business neighbors are "in the
most difficult limbo ever." Mrs. Quijano said she needed to know how many extensions
the Council would grant and how long the process would go on.
~ MEMO 3/10/97

REGULAR COUNCIL MEETING MINUTE BOOK 1'<0. 55 MARCH 10, 1997
MINUTES Page No. 193 PAGE 7
