8.A. - Page 95 <br /> Furthermore, the City actively studied and analyzed the concept of an emerging <br /> neighborhood around Redwood Creek as part of the New General Plan, which was <br /> adopted in October 2010, including the mixed use — waterfront land use designation for <br /> this site (see General Plan discussion below). <br /> In July 2012, RWC Harbor Communities applied for a Planned Development (PD) <br /> Permit and Vesting Tentative Map for the Pete's Harbor site. At that time, the City <br /> (1) updated the environmental review pursuant to the California Environmental Quality <br /> Act (CEQA) by preparing an Addendum (2012) to the 2003 EIR and (2) analyzed the <br /> Application pursuant to the City's Zoning Ordinance. In September 2012, the <br /> Architectural Advisory Committee (AAC) reviewed the Project, recommended approval <br /> of the site plan and basic massing, and made recommendations regarding some design <br /> details, which the Applicant incorporated. On October 30 2012, the Planning <br /> Commission considered the CEQA analysis, including the Addendum (2012) to the <br /> 2003 EIR, and the merits of the Project. The Planning Commission approved the <br /> Application, specifically, the PD Permit, including parking modifications permitted by the <br /> Zoning Ordinance, and the Tentative Map by Resolution No. 12-23. <br /> An appeal to the City Council of the Planning Commission's action was filed by the <br /> "Save Pete's Harbor 2012" association. The appeal was heard on May 6, 2013 and the <br /> City Council adopted a Resolution (Resolution No. 2849, Attachment 4) to set aside the <br /> Planning Commission's action of October 30, 2012 and remand the application to the <br /> Planning Commission for further consideration of the Pete's Harbor Project, which had <br /> been revised between the Planning Commission approval and the City Council appeal <br /> hearing, and to deny the appeal as moot. The City Council's intent on remanding the <br /> matter to the Planning Commission was a) to provide additional opportunity for public <br /> involvement and discussion of the Project, and b) to allow the Planning Commission to <br /> exercise its authority with respect to the revised Project, <br /> Expanded Project Description: <br /> Pete's Harbor, which fronts onto Uccelli/Bair Island Road, is a 411 unit waterfront multi- <br /> family residential project, 45-65 slip commercial marina with associated private and <br /> public amenities. The Project also includes off-site installation of a new 460 linear foot <br /> long bicycle and pedestrian trail connection on the west side of Uccelli Boulevard that <br /> would link the proposed on-site public trails with the recently completed Bair Island <br /> Bridge to Inner Bair Island, the Bay Trail extension along the Bair Island Wildlife Refuge, <br /> the One Marina Trail, the future Redwood Creek Trail, the future Highway 101 <br /> undercrossing to Downtown, and the future Blomquist Bridge and Bay Trail extension. <br /> Access <br /> Access to the project is from the intersection of East Bayshore Road and Bair Island <br /> Road/Uccelli Boulevard. Pedestrian and bicycle access to the site is provided via bike <br /> lanes and sidewalks along Bair Island Road. In addition, the project proposes off-site <br /> bike and pedestrian improvements to Uccelli Boulevard as described above (see <br /> specifically Sheet L-17 of Attachment 1 in the Planned Development Permit application). <br /> Please also refer to Project Amenities, Open Space and Pervious Areas discussed <br /> herein. <br />
