8.A. - Page 100 Prevention Program C.3 Stormwater Technical Guidance Manual, <br /> Appendix E, and bio-retention soils meeting the same Guidance Manual's Appendix K. <br /> The location of the bio-retention areas will be located between the trail and buildings <br /> and the water's edge, with planting design that both complements the adjacent <br /> ornamental plantings and also provides a logical transition to the bay edge plant palette. <br /> BCDC Review <br /> The Applicant has been working with BCDC's design board to ensure that the waterfront <br /> public amenities, the hand boat launch and Bay Trail "spur" are consistent with BCDC <br /> policies and goals. The applicant has incorporated BCDC direction and feedback into <br /> their plans for the programming and layout of the waterfront areas under BCDC's <br /> jurisdiction. This also includes off-site improvements to the west side of Uccelli <br /> Boulevard, including a bike lane and pedestrian path that will connect to the Project as <br /> discussed herein. Formal consideration by BCDC's full commission will not occur until <br /> after the City makes its decision on the project. <br /> Architectural Design <br /> Architecture for this project can be generally described as "coastal" with a combination <br /> of stucco finish and horizontal siding that borrows from seaside community typologies. <br /> Those features include low-slung shingled roofs with either gable or hipped rooflines <br /> and wood accent features such as balconies, shutters, covered entries, etc. Refer to <br /> Attachment 1 Planned Development Permit Application, Character Images Sheets A-7, <br /> A-8, A-9, and Exterior Elevations A-10, A-11 . <br /> According to the project architect, the project will use three main building types with <br /> several small ancillary structures, which will be used to diversify the scale of this <br /> community. The first building type that greets the residents & guests is the Recreation / <br /> Lease amenity building. Located near the main entry, this 2-story resort style building is <br /> strategically located so guests and residents can take advantage of overall vistas of the <br /> marina atmosphere. A high level of detail, materials and finishes will be evident in the <br /> features of this gathering spot. Furthermore, the use of contemporary high quality <br /> materials, which is consistent with character of these traditional coastal communities, <br /> but much more durable, resilient, aesthetic pleasing, and sustainable having high <br /> percentages of recycled content. Cementitious materials used, are not as susceptible to <br /> moisture, wind or insects. <br /> The second building typology is the "Wrap Homes". This building type is 5-stories of <br /> homes "Wrapped" around a 7-level garage. Surrounded on all sides by units, the <br /> garage facility is buffered from adjacent neighbors. Four elevators are provided and the <br /> wrap units are 100% handicap accessible; approximately 80% of the resident's parking <br /> spaces will be on the same level as their units, also on each level are handicapped <br /> designated parking spaces. Not bounded by a parking structure below, the units are <br /> allowed to meander, creating courtyard neighborhoods fitting the unique geometry of <br /> the site. Each neighborhood courtyard has a different character whether active or <br /> passive incorporating BBQ, shade structures, and landscaping. To further emphasize <br /> the different courtyard neighborhoods, color districts have been used to reinforce that <br /> concept. <br />
