MIG F 8.A. - Page 163 <br /> City of Redwood City Revised Elm Auaenaurn <br /> January 22, 2014 Page 1-4 <br /> A complete, verbatim listing of the impact and mitigation conclusions of the 2003 EIR has been <br /> prepared for each environmental topic (e.g., land use; visual factors;population, housing, and <br /> employment; transportation and circulation; biological resources) and is available for review at <br /> the City of Redwood City Community Development Department, City Hall, 1017 Middlefield <br /> Road, Redwood City, California (phone: 650-780-7234). <br /> In June 2004, the City approved a General Plan Amendment and Precise Plan rezoning <br /> permitting implementation of a variation of the 2003 EIR project, including 1,930 housing units, <br /> 50,000 square feet of local-serving commercial space (retail and restaurant), 150,000 square <br /> feet of office space, and a 200-room hotel, with a maximum building height of 20 stories (240 <br /> feet). Subsequently, a local voter referendum, Measure "0," was passed that repealed the <br /> City's 2004 Precise Plan rezoning approval. The referendum cited a range of environmental <br /> and other concerns about the 2004 project, including issues of building height, density, traffic, <br /> estuarine fill, and public access to the waterfront. Passage of the referendum resulted in a <br /> return of the two project properties to their previous zoning designations. The Peninsula Marina <br /> property reverted back to its General Commercial (CG) zoning designation; the Pete's Harbor <br /> property reverted back to its General Commercial-Combined Residential(CG-R) zoning <br /> designation. <br /> In December 2007, the City considered an Addendum to the 2003 Marina Shores Village EIR <br /> for the Peninsula Park project (2007 Addendum), which evaluated a reduced project that <br /> proposed new development only on the Peninsula Marina property.' In addition to the proposed <br /> Peninsula Park, the Addendum evaluated the environmental impacts of future, cumulative <br /> development in the project vicinity, including a projected 412 multifamily residential units that <br /> might eventually be developed on the Pete's Harbor property, consistent with its then-current <br /> General Plan designation of General Commercial-Combined Commercial and zoning <br /> designation of General Commercial-Combined Residential (CG-R). The new Redwood City <br /> General Plan adopted in October 2010 designated the Pete's Harbor property as Mixed Use- <br /> Waterfront Neighborhood, which permits up to 40 dwelling units per acre, consistent with its CG- <br /> R zoning. <br /> The Peninsula Park project evaluated in the 2007 Addendum is now called "One Marina," which <br /> is under construction and partially occupied. One Marina will include 249 multifamily residential <br /> units, which is 547 fewer units than the 796 units evaluated in the 2007 Addendum. <br /> The City has received an application from RWC Harbor Communities, LLC for development of a <br /> redesigned and reduced-scale project, "Pete's Harbor Residential Community," on the 13.85- <br /> acre2 portion of the 46.45-acre 2003 EIR project site.
