B.A. - Page 166 Pete's Harbor <br /> uity or rceawooa illy Revised EIR Addendum <br /> January 22, 2014 Page 1-7 <br /> (A) The project will have one or more significant effects not <br /> discussed in the previous EIR or negative declaration; <br /> (B) Significant effects previously examined will be substantially <br /> more severe than shown in the previous EIR; <br /> (C) Mitigation measures or alternatives previously found not to be <br /> feasible would in fact be feasible, and would substantially reduce <br /> one or more significant effects of the project, but the project <br /> proponents decline to adopt the mitigation measure or alternative; <br /> or <br /> (D) Mitigation measures or alternatives which are considerably <br /> different from those analyzed in the previous EIR would <br /> substantially reduce one or more significant effects on the <br /> environment, but the project proponents decline to adopt the <br /> mitigation measure or alternative. <br /> Based on the information in this report, the City has determined that the necessary changes and <br /> additions to the 2003 EIR identified in this report meet the above CEQA criteria requiring <br /> preparation of an Addendum to the 2003 EIR. This document constitutes that Addendum <br /> (Revised Addendum No. 2 to the 2003 Environmental Impact Report for the Marina Shores <br /> Village Project: Pete's Harbor Residential Community). <br /> 1.3 SUMMARY OF ADDENDUM CONCLUSIONS <br /> Section 2 (Proposed Project Changes) of this Addendum describes the specific differences <br /> between the current Pete's Harbor project and the 2003 EIR project. Section 3 (Current Project <br /> Relationship to 2003 EIR Conclusions) of this Addendum describes how the differences <br /> between the current Pete's Harbor project and 2003 EIR project affect the impact and mitigation <br /> conclusions of the 2003 EIR. The revised impacts and mitigation measures described in section <br /> 3 as they apply to the current project are listed in Table 1.1. The summary table verifies that the <br /> revisions incorporated in the current Pete's Harbor project would not result in new significant <br /> environmental effects or a substantial increase in the severity of the significant effects identified <br /> in the certified 2003 EIR. This conclusion results primarily because the current Pete's Harbor <br /> project is substantially reduced from the previously proposed Pete's Harbor portion of the <br /> Marina Shores Village project (see upcoming section 2.4 of this Addendum). <br /> The 2003 EIR concluded that the Marina Shores Village project proposed at that time would <br /> have resulted in a total of 25 significant unavoidable impacts in the following environmental <br /> areas: <br /> • visual factors (5 impacts), <br /> • population, housing, and employment (2 impacts), <br /> • transportation and circulation (14 impacts), <br /> • biological resources (1 impact), <br /> • infrastructure and public services (1 impact), <br /> • noise (1 impact), and <br /> • air quality (1 impact). <br /> T.110695 Pete's Harbor EIR Addendumlrevised addendum no 211(10695-01).doc <br />
