8.A. - Page 268 Pete's Harbor <br /> airy or rceawooa i,i y Revised EIR Addendum <br /> January 22, 2014 Page 3-27 <br /> 3.4 TRANSPORTATION AND CIRCULATION <br /> The relationships of the current Pete's Harbor project to the previously certified 2003 EIR <br /> transportation and circulation impact and mitigation conclusions are described in this section. <br /> In order to accurately compare the 2003 EIR project traffic forecasts with those for the current <br /> Pete's Harbor project and integrate current traffic circumstances into this EIR Addendum, the <br /> following assumptions and data are reflected in this updated analysis: <br /> • The Peninsula Marina (now One Marina) property is no longer part of the current project; it is <br /> already under construction and partially occupied. This component of the previous Marina <br /> Shores Village project--in a reduced form--was the subject of the Addendum to the 2003 <br /> Environmental Impact Report for the Marina Shores Village Project: Peninsula Park Project <br /> (October 2007). Subsequent to approval of the 2007 Addendum, the One Marina project <br /> was further reduced to include 231 residential units instead of the 796 units evaluated in the <br /> 2007 Addendum. However, the same Mitigation Monitoring and Reporting Program <br /> (MMRP) adopted by the City for the Peninsula Park project was incorporated into the <br /> Conditions of Approval for the reduced One Marina project (General Condition #3). <br /> • Regarding the residential components of the various past and present proposals, the 2003 <br /> EIR evaluated a proposal totaling 1,930 multifamily residential units on two non-contiguous <br /> properties (Peninsula Marina and Pete's Harbor). The 2007 Addendum evaluated 796 <br /> multifamily units on one of those properties (Peninsula Marina/Peninsula Park, now One <br /> Marina). Currently, a total of 660 multifamily units are either under construction/ occupied <br /> (One Marina = 249 units)' or proposed (Pete's Harbor = 411 units) on the two properties. <br /> • Both the One Marina and proposed Pete's Harbor projects are accessed solely from the <br /> intersection of East Bayshore Road and Bair Island Road. <br /> • In the 2003 EIR, 633 residential units were assumed for the Pete's Harbor property as part <br /> of the overall Marina Shores Village project. The cumulative traffic analysis completed for <br /> the 2007 Addendum incorporated the anticipated future buildout assumptions for the Pete's <br /> Harbor property, assuming that an estimated 412 multifamily dwelling units could eventually <br /> be developed at Pete's Harbor in accordance with the property's then General Plan <br /> designation of Mixed Use (Commercial and Residential) and zoning designation of CG-R-- <br /> General Commercial-Residential Combining. The current Pete's Harbor project proposes <br /> 411 multifamily units, consistent with the new General Plan and existing zoning. <br /> • Cumulative development potential in the area today (2014) is less than what it was in either <br /> 2003 or 2007, when the previous two CEQA documents related to Marina Shores Village <br /> were prepared. City staff reviewed areawide cumulative development potential evaluated in <br /> the 2003 EIR and in the 2007 Addendum and compared it with current (2014) cumulative <br /> development potential, including the reductions in both the Peninsula Marina/Peninsula Park <br /> and Pete's Harbor projects. Staff concluded that overall cumulative development potential <br /> areawide is less than 2003 or 2007, including the addition of the recent "640 Veterans <br /> Boulevard" multifamily residential project and its contribution to the cumulative traffic impact <br /> at the intersection of Veterans Boulevard and Whipple Avenue. Therefore, many cumulative <br /> 'The One Marina project is currently approved for 249 units.
