B.A. - Page 286 Pete's Harbor <br /> uity or rceawooa illy Revised EIR Addendum <br /> January 22, 2014 Page 3-45 <br /> 3.7 INFRASTRUCTURE AND PUBLIC SERVICES <br /> The relationships of the current Pete's Harbor project to the previously certified 2003 EIR <br /> infrastructure and public service impact and mitigation conclusions are described below. <br /> Impact 10-1 Analysis: Project-Related and Cumulative Municipal Water Service Demand. <br /> The certified 2003 EIR concluded that the Marina Shores Village project could generate a net <br /> increase of approximately 430,000 gallons of total water demand (about 1.3 acre-feet) per <br /> average day, or 482 acre-feet per year. In addition, the 2003 EIR project would have required <br /> approximately 3,250 to 3,400 gallons per minute of emergency fire flow, up to 744,000 gallons <br /> of total fire flow volume, and 1,536,000 gallons of emergency water storage on- or off-site. The <br /> 2003 EIR incorporated by reference a City Council-approved Water Supply Assessment (WSA) <br /> for the 2003 EIR project which determined that the City did not have sufficient water supply at <br /> the time to meet the projected water demands of the project together with those of its existing <br /> customers as well as the demands of other planned development. Therefore, the 2003 EIR <br /> concluded that, until an adequate additional water source was identified and realized, the <br /> Marina Shores Village project-plus-cumulative impact on municipal water service demand would <br /> be significant and unavoidable. <br /> The current Pete's Harbor project would include approximately one-third of the residential units <br /> proposed under the previous Marina Shores Village project (411 vs. 1,930), about two-thirds of <br /> the residences proposed under the previous Pete's Harbor component (411 vs. 633), and none <br /> of the office or commercial uses proposed under the Marina Shores Village project. The <br /> Peninsula Marina component of the previous project--now called One Marina--is under <br /> construction and partially occupied, and its water needs have already been accounted for in the <br /> City's projections. <br /> For the current Pete's Harbor project, the City of Redwood City Public Works Superintendent <br /> has concluded that--based on Water Code Section 10913--a WSA for the current Pete's Harbor <br /> project is not required. The threshold for requiring a WSA is a residential development of more <br /> than 500 dwelling units or other types of development (e.g., hotel, commercial, industrial) <br /> requiring a comparable amount of water. The current Pete's Harbor project does not meet this <br /> criterion. The Public Works Superintendent has concluded: <br /> "[The current Pete's Harbor project]will add significant new water demands to the City's water <br /> and recycled water systems. This new water demand, however, is factored into Redwood City's <br /> 2010 Urban Water Management Plan. The Plan estimates that about 1,870 new multiple family <br /> dwelling units will be added to the City every five years from 2010 out to 2030 (a total of 7,479 <br /> units). The proposed Pete's Harbor project is well within expected bounds."' <br /> As with all new development proposals in Redwood City, the City Engineering Department <br /> would require the project to meet fire flow requirements in accordance with City Code Section <br /> 38.26 and the Uniform Fire Code.
