The associated mitigation included: (1) <br /> implementation of measures included in EIR chapter 7 (Transportation and Circulation) to <br /> reduce project-related traffic congestion; and (2) City review and approval of project-proposed <br /> emergency access provisions. <br /> Conclusion. No change. The current Pete's Harbor project would result in fewer significant <br /> local traffic impacts than the previous project, but some potentially significant roadway system <br /> operational impacts would still occur (see section 3.4 of this Addendum) and could still <br /> contribute to emergency response and evacuation deficiencies. The mitigation identified in the <br /> 2003 EIR for Impact 10-4 therefore remains applicable to the current project and remains <br /> sufficient to reduce this impact to a less-than-significant level. <br /> Impact 10-5 Analysis: Cumulative Demands for Police Services. The 2003 EIR identified a <br /> need for about 20 additional sworn police officers citywide, based on anticipated cumulative <br /> residential development in Redwood City by approximately the year 2020. The current Pete's <br /> Harbor project would contribute a need for roughly 0.9 of those additional officers. The <br /> associated 2003 EIR mitigation was the same as the mitigation for Impact 10-3 above (i.e., <br /> mitigation of the project's contribution toward increased police service demands, based on <br /> staffing surveys and associated police service adjustments, funded from project property tax <br /> revenues). <br /> Conclusion. Modified impact and mitigation. Although the current Pete's Harbor project would <br /> result in reduced demands for additional police services, the mitigation identified in the 2003 <br /> EIR for Impact 10-5 (same as modified Mitigation 10-3 above) remains applicable to the current <br /> project and remains sufficient to reduce this impact to a less-than-significant level. <br /> Impact 10-6 Analysis: Project-Related and Cumulative Increases in Fire Protection and <br /> Emergency Medical Service Demands. The 2003 EIR concluded that buildout of the Marina <br /> Shores Village project would require approximately three additional Redwood City Fire <br /> Department (RCFD) emergency personnel and requisite training, support staff, facilities, and <br /> equipment. <br /> The 2003 EIR identified a need for approximately 14 additional emergency personnel citywide, <br /> based on anticipated cumulative residential development in Redwood City by approximately the <br /> year 2020, with the Marina Shores Village project contributing a need for roughly three of those <br /> additional personnel. The associated 2003 EIR mitigation was similar to that for police service <br /> impacts (see Impact 10-3 above), in which project property tax revenues would fund the <br /> required additional personnel and requisite training, support staff, facilities, and equipment. In <br /> addition, the RCFD identified several specific fire-protection mitigation requirements (e.g., <br /> automatic sprinklers, hydrants with required fire flow) for the project. <br /> Conclusion. Modified impact and mitigation. Impact and Mitigation 10-6 have been modified to <br /> reflect the reduced project. Although the current Pete's Harbor project would result in reduced <br /> demands for additional fire protection and emergency medical service (EMS), the mitigation for <br /> Impact 10-6 remains applicable to the current Pete's Harbor project and remains sufficient to <br /> reduce this impact to a less-than-significant level. <br /> Impact 10-7 Analysis: Emergency Access Impacts. The 2003 EIR indicated that the high- <br /> density development pattern of the Marina Shores Village project had the potential to result in <br /> conflicts with RCFD standards for emergency access road design, including minimum width and <br /> T.110695 Pete's Harbor EIR Addendumlrevised addendum no 213(10695-01).doc <br />
