The 2003 EIR mitigation required City discretionary approval of the tentative subdivision map, including the project's road design and emergency access provisions. The current Pete's Harbor project site plan (see Figure 2.5 in this Addendum), although reduced in density, incorporates a similar high-density, compact development pattern, and the associated potential for similar emergency access impacts remain. Conclusion. No change. The mitigation identified in the 2003 EIR for Impact 10-7 remains applicable to the current Pete's Harbor project and remains sufficient to reduce this impact to a less-than-significant level. Impact 10-8 Analysis: Project Impacts on Parks and Recreation Services. The certified 2003 EIR concluded that the previous Marina Shores Village project would generate the need for approximately 6.8 acres of new parkland (based on the site's projected net increase of 3,910 residents and an existing City ratio of approximately 1.7 acres of parkland per 1,000 residents). The previous project's conceptual landscape plans included an approximately two-acre community park on off-site land adjacent to the Peninsula Marina (now One Marina) property. The associated 2003 EIR mitigation required project compliance with the City's Parks, Recreation and Community Services Department Strategic Plan, should that plan be adopted prior to project approval; or incorporation of parkland amenities into the project sufficient to serve the project residents, subject to approval by the City Community Development Services Department and Parks, Recreation and Community Services Department. (The Strategic Plan has since been adopted [2004]). The City had not yet adopted a Parks Impact Fee (see below). Based on the same parkland demand per 1,000 residents ratio used for the previous project and a projected on-site population of 855 residents under the current Pete's Harbor project, the current project would generate the need for approximately 1.45 acres of new parkland. The current site plan identifies a total of approximately 1,258 linear feet of public acreage adjacent to Smith Slough and Redwood Creek, including a playground, an esplanade, and viewing areas (see Figures 2.5 through 2.13). The project site also would include a public hand boat launch (see Figure 2.14). The current Pete's Harbor project on-site public open space and landscape areas would be accessible via an on-site pedestrian and bicycle path network. All public areas would be ADA-accessible. The public open space and recreation facilities incorporated into the current Pete's Harbor project would reduce the previously identified impact on parks and recreation services, perhaps to less-than-significant levels; however, until detailed park and recreation provisions for the proposed project are approved by the City Community Development Department and Parks, Recreation and Community Services Department, it is still assumed that this impact may potentially be significant. To help provide parks and recreation services to future development in Redwood City, the City has adopted a Parks Impact Fee (Ordinance No. 2318; October 23, 2007; Article XVI of the City Code of Ordinances), which would be applied to the proposed project. Conclusion. Modified impact and mitigation. Impact and Mitigation 10-8 have been modified to reflect the reduced project and the currently proposed public amenities. The mitigation for Impact 10-8 is hereby updated with the following information: final open space and parkland area totals and design specifics shall be subject to City approval.
