03/24/2014 <br /> Section 4. Parking Modifications: In the exercise of its independent <br /> judgment, the City Council finds that: <br /> a. The Project requires parking modifications as follows: <br /> (1) Reduce the minimum number of parking spaces required <br /> from up to 949 vehicle spaces to 883 vehicle spaces, as <br /> follows: <br /> • Residential: Assigned 433 spaces <br /> • Residential: Unassigned 410 spaces <br /> including Guest and Visitor <br /> • BCDC: Public Access 7 spaces <br /> • Boat Lessee parking spaces Up to 33 spaces <br /> (2) Allow for the design of parking spaces to include some <br /> tandem parking spaces, as indicated in the Project plans. <br /> b. The Project, including the parking modifications, will provide <br /> an environment of physical and functional desirability, in <br /> harmony with the character of the surrounding neighborhood <br /> because the project has been designed with the specific <br /> objective of making the most out of the waterFront living <br /> experience for both residents, boat slip lessees, and visitors. <br /> From a design perspective the five-story building has been <br /> designed to wrap the parking structure thereby minimizing <br /> the potential for detracting from aesthetic value of the site. <br /> The five-story building has also been designed in such a way <br /> that multiple courtyards are created allowing for a different <br /> character within each space, but all having a water oriented <br /> experience. The ten-plex buildings have been designed with <br /> the intent of reducing the overall height towards the <br /> waterfront, thereby maximizing view corridors and allowing <br /> for the structure to resemble larger scale single family <br /> homes. In addition to the architectural contributions, the <br /> project has been designed with a variety of public and <br /> private amenities that aim to take full advantage of the <br /> waterFront local, such as public access trails, a hand boat <br /> launch, a commercial marina, a clubhouse, etc. The project <br /> has also been designed in such a manner to promote <br /> pedestrian circulation throughout the site. Specific to the <br /> parking, the project has been designed with the goal of <br /> exceeding the City's standards for Mixed Use land uses, <br /> while allowing for greater flexibility, based on specific unit <br /> types, than is currently afforded to the standard parking <br /> ratios (outside of Downtown and Mixed-Use zoning districts) <br /> ATTY/RES0.2967/CC PETE'S HARBOR—DENYING APPEALAND APPROVING PROJECT Reso#15336 <br /> REV:03-25-14 VR Muff N 603 <br /> Page 5 of 19 <br />
