He said that <br /> from a business point of view, he wanted to thank the Council for the City's successful <br /> procurement process which was based on the private sector's enterprise model. He said <br /> it kept the costs, and the grandeur, down, which will allow for more City services. He <br /> thanked the Council for being fiscally responsible. <br /> C. Hoi Yung Poon, 407 Sansome Street, Suite 300, San Francisco, representing Self-Help <br /> for the Elderly, announced that the 2nd Annual Intemational Dragon Boat Races would <br /> be held in Redwood Shores the weekend of October 4 and 5. She described the work of <br /> the Self-Help for the Elderly and said the Dragon Races were being held to raise funds <br /> for services for the elderly; promote diversity in the Bay Area; and provide some <br /> friendly competition. Ms. Poon challenged Mayor Hartnett to compete against other <br /> Mayors in the Bay Area. She said the multi-cultural event is free to the public. <br /> D. Alan Brandt, 2627 Delaware, representing Orion Open Alternative School in the <br /> Centennial Neighborhood, said that Orion's new site in the Mezes park area, between <br /> Allerton, Samson, Warren and Alden Streets, had raised a serious concern in the <br /> neighborhood - increased traffic. He asked Council to study the traffic situation to see if <br /> it would be possible to put in "stop signs on all four comers around the School to help <br /> mitigate the problem of speeding automobiles, and enhance the safety of our children." <br /> Mr. Brandt submitted a petition signed by members of the Mezes Park Neighborhood <br /> - supporting this request. <br /> Mayor Hartnett asked City Manager Everett to meet with Mr. Brandt and provide <br /> Council with more information on this matter at the next meeting. <br /> MEMO 8/26/97 <br /> D. Kathy Gerstle, 1185 Ruby Street, also requested Council consideration of the <br /> installation of stop signs to rnitigate traffic. Mrs. Gerstle, representing her family, Mike <br /> Flynn, Neighborhood Watch Captain, and the residents on the 1100 block of Ruby, said <br /> there have been several traffic injuries on their block, and another child, son of Mr. <br /> Nike, who was also present, had just been seriously injured by an automobile on August <br /> 13. She asked that Council install a stop sign at Oak and Ruby to protect the children on <br /> their block. Mrs. Gerstle referred to a letter she had written to Joel Patterson and the <br /> City Manager, and submitted a petition in support of the stop sign and a picture of some <br /> of the 30 children who live on the block. <br /> Mike Flynn, 1181 Ruby Street, said he had started the Neighborhood Watch Program <br /> and the neighbors had worked closely with the Police Department. He said there had <br /> been multiple major accidents at that intersection in the 15 years he had lived there, and <br /> his own child had been injured.
