However, most of these units are in the above <br /> moderate category, and the City has not met its allocation for very low, low, and <br /> moderate-income units (see Table 2). Redwood City's ability to provide affordable <br /> housing has been challenged by the elimination of its Redevelopment Agency (RDA), <br /> reduction in State and Federal funding for affordable housing; and recent court cases <br /> that have cast uncertainty over the validity of inclusionary ordinances. During 2013 the City provided HOME <br /> funds to assist a 12 unit multi-family rental housing project to complete rehabilitation <br /> and conversion of one unit to ADA accessibility. In partnership with a nonprofit <br /> organization, the City used HOME funds to provide 4 new units of permanent supportive <br /> housing for adults with developmental disabilities in an existing residential structure. <br /> CDBG funds were used to provide six low income single family home owners with low <br /> interest housing rehabilitation loans or grants/volunteer work to preserve existing <br /> affordable housing, and to provide 25 senior or disabled home owners with free home <br /> repairs and 23 disabled households with housing accessibility modifications. CDBG <br /> funds were also used to support fair housing services which investigated 37 cases of <br /> alleged fair housing discrimination and provided tenant/landlord assistance and public <br /> education on fair housing to the community. <br /> Update of the Housing Element <br /> In 2013, the City began its process to update the Housing Element. A joint study <br /> session with the Housing and Human Concerns Committee and the Planning <br /> Commission was held on December 3, 2013, to consider any revisions or fine tuning to <br /> 8IPaage <br />
