Annual General Plan Progress Report for Calendar Year 2013 <br /> 2013 <br /> Program Number Program Description Status Date Completed 2013 Update <br /> HOUSING ELEMENT <br /> Program H-1 Code Enforcement I/A FY 2010/11 Code enforcement staff coordinates with the Police Department and social service organizations <br /> to ensure the complete analysis of each situation and provide the appropriate response to <br /> complaints. <br /> Program H-2 Preservation of At-Risk Rental I/O The City continues to monitor the affordability status of at-risk units and has updated its list of <br /> Housing nonprofits to contact in the event of a property being listed for sale.Currently the City has not <br /> received any notices of intent to convert to market rate. <br /> Program H-3 Inclusionary Housing 1)I/A 2) 1)In the wake of the Palmer decision,there has been some uncertainty about the legality of <br /> Ordinance TBI inclusionary housing ordinances.After the governor vetoed AB 1229(also known as the Palmer <br /> fix),the uncertainty continues. 2)The City is updating the Housing Element in 2014 and will <br /> continue to evaluate methods of ensuring affordable housing. <br /> Program H-4 Sustainable Building Practices I/A 10/30/13 Staff has begun Phase 2 of the City's recycled water program. Engineering and Environmental <br /> and Energy and Water Review are underway. On October 30th,staff presented an update of efforts to the City's Utilities <br /> Conservation Committee. <br /> Program H-5 Adequate Sites to Meet C/A No new rezonings have occurred since 2012.The City is undertaking an update of the Housing <br /> Regional Fair Share of Element,and will reassess the adequacy of sites to meet the fair share of housing growth.
