7.1.C. - Page 12 <br /> appreciated his colleague's and staff's efforts with the bond measure going to market <br /> with substantial savings received on the interest rates. <br /> Council Member Pierce reported out on the BAWSCA (Bay Area Water Supply and <br /> Conservation Agency) and gave a heads up that there will be a new assessment that is <br /> small enough that there should not be much difference to subscribers. They are also <br /> aggressively following a Water Improvement Plan and looking at extending state <br /> oversight program. <br /> Council Member Aguirre spoke about Public Policy at the University of Southern <br /> California and said she completed the program for Executive Leadership in Public <br /> Policy as part of her duties on the League of California Cities. <br /> Mayor Gee said he received two recent proclamation requests for April 1st to be <br /> proclaimed as Mayor's Day of Recognition for National Service by the Corporation for <br /> National Community which will be mailed out as per their request. The other <br /> proclamation request was from Mills Peninsula Health Services for their May 29th event. <br /> He said that last Wednesday was Mayors for Meals, hosted by the Peninsula <br /> Volunteers, and they have been delivering meals to seniors for the last 36 years that he <br /> attended. He also mentioned some community members by name that he had recently <br /> met including a 90-year old senior, a lady who told him she was the first baby born at <br /> Sequoia Hospital, and thanked the Peninsula Volunteers for their support at this event. <br /> He also congratulated the Redwood City Little League with over 900 boys at all age <br /> brackets and numerous team mascots. He spoke the May 31st Little League event at <br /> AT&T park with 800 representatives. <br /> C. City Manager (Oral) Update <br /> Dr. Bell said they are scheduling a Town Hall meeting for May 5th at the Redwood <br /> Shores Library. <br /> D. City Attorney Report from Closed Session <br /> Ms. Thompson reported out on the Closed Session regarding the Legal Aid Society <br /> (LAS) and the City Council, acting at the Successor to the Redevelopment Agency. The <br /> vote was 7-0 in favor of the Agency filing an appeal with regard to a trial court decision, <br /> while acknowledging that the over $10 million that the Agency had set aside for <br /> affordable housing purposes was an enforceable obligation; i.e., an enforceable <br /> contract with the LAS, which if the City does not fulfill that obligation, the court <br /> acknowledge that the LAS could sue the Agency. But despite that, the trial court <br /> acknowledged that the monies in those funds should be redistributed back to the taxing <br /> Agency because the Agency had not earmarked, yet, those funds to affordable housing <br /> projects. <br /> Mayor Gee clarified that Council had decided to appeal the judge's decision to take <br /> away the $10 million, because the City (through the Agency) had to support affordable <br /> housing. <br /> CITY COUNCIL March 24, 2014 <br /> MEETING MINUTES PAGE 12 <br />
