C. Councilman Ruskin congratulated "Dick Dodge as the owner of Office City, a business
in Redwood City, which recently won an award and a recognition... Office City was
recently named to the San Francisco Business Times Book as one of the top 100 fastest
growing privately owned businesses in the Bay Area; and, last week, won the San Mateo
County Economic Development Association award for business excellence."
D. Vice Mayor Howard said she had just learned "that the League of California Cities has
awarded Redwood City 'The Healthy City Award for Excellence." She explained that it
was awarded for the City's work with Redwood City 2000 and Healthy Start. The League
will present the award to the City shortly.
E. Vice Mayor Howard presented an update from the Council Committee on the Traffic
Advisory Committee and said she will distribute a status report to Council members and
ask for their input. She said that after she received Council comments the Committee
would prepare a full report, with recommendations, and submit it to the entire Council for
Council action. (209)
MEMO 10/7/97
F. Councilman Leipzig reported on his attendance at the Airport Roundtable Committee
meeting last night, stating that Redwood City was not an official member. He asked that
anyone who had concerns about noise from SFO Airport to please contact him or City
staff. He said the current topic of discussion at the Roundtable to reduce noise from the
Airport is "expanding the runways. Opening up two landing runways and closing existing
one. That would require going out into the Bay a little bit, and there was some discussion
that night." Councilman Leipzig said a Redwood City resident had been quoted in the
paper as wanting "a private business here in Redwood City and Fremont to just give up
their land so that we could fill in part of the Bay and put the runways in.... I assured the
Committee that that was not an official policy of Redwood City." (209)
MEMO 10/7/97
G. Mayor Hartnett referred to a "recent editorial in the Redwood City Tribune" which spoke
about a strategy "behind the Mayor to postpone... meetings until after the election... and
to bury issues." He said the editorial referred to "apparent strategies to delay the Planning
Commission Joint Study Session, and to delay for months the Police staffing study." He
said he did playa significant role in setting Council agendas based on what Council
Members tell him and tell staff, such as "the Cultural Commission matter that we dealt
with tonight. Two Council Members wanted to make sure that we dealt with (it)
expeditiously, and it was put on the agenda. And since I am not aware of the strategy that
was described nor has that strategy been mentioned to me privately by any Council
Member nor brought up publicly at a Council rneeting, I need to know or would like to
know if any Council Member feels we have such a strategy... Is there any Council
Member who feels that we as a Councilor a majority of the Council is intentionally
delaying such things as the Planning Commission Joint Study Session or... the results of
the Police Staffing Study... It is not my intention to have those things delayed. But if any
REGULAR COUNCIL MEETING MINUTE BOOK NO. 55 OCTOBER6,1997
MINUTES Page No. 560 PAGE 13
