Darlene Johnson, 3839 Hamilton Way, described flooding problems on her property. <br /> - Mayor Hartnett advised that Mrs. Johnson's attorney was working with City Attorney <br /> Schricker, and he was hopeful their discussions would be fruitful. <br /> MEMO 10/13/97 <br /> 5. SUBJECT <br /> A. POLICE DEPARTMENT STAFFING STUDY <br /> 1. Police Chief Bolanos presented the background on this long standing issue of <br /> appropriate police staffing in Redwood City. He described the 1994 in-house Report <br /> to Council and Captain Vermeer showed overheads of Police staffing since 1987 <br /> through 1997. In 1987 there were 76 swom officers and presently there are 87 sworn <br /> officers. He advised that the City hired seven officers between 1993 and 1994, and <br /> another officer in each of the following years. Also, in 1994 the Business Manager <br /> position was reclassified to Police Captain, which gives the Department three <br /> Captains. <br /> Chief Bolanos came to Redwood City in 1995, and shortly thereafter he responded to <br /> the needs of his officers, the Council and the community by recommitting police <br /> resources to Community Policing in a new configuration and eliminating the policy of <br /> "differential response." Chief Bolanos described how police officers and other <br /> - personnel were reorganized to cover these new responsibilities, including the creation <br /> of the Community Coordinating Activities Team. He said the new Community <br /> Policing policy involved the entire Department. "Every police officer has <br /> responsibility for going into their assigned areas and identifying problems, (then) <br /> working in partnership with their community resolving those problems, and really <br /> dealing with the quality of life issues that we had been unable to do with our staffing" <br /> up to that time. Chief Bolanos said the Department had done an outstanding job, but <br /> staffing remained a concern. <br /> Chief Bolanos introduced members of the steering committee that worked with DMG <br /> Associates to produce the subject report: Officers Talaat and Sheffield, <br /> Councilwoman La Berge, and Captain Warner who was the project manager, <br /> Captain Vermeer in charge of the Administrative Services Division, Captain <br /> Warner in charge of Patrol, and Captain Switzer in charge of Investigations. <br /> 2. Presentation of written report by David M.
