MINURES OF ADJOURNED MEETING of April 26th were approved on motion of Councilman Spillers, seconded b y Councilman Stout and carried. MAYOR HERKNER, IN THE INTEREST OF IMPROVED COUNCIL PR(bCEDURE, SUGGES TE� that citizens de- � siring to make personal appearances contact the City Manager and discusa the problems � with him. If the problem is of administrative nature the City Manager will proceed to handle the same. If he determines that the matter should be presented to the Council he will make a brief record and arrange to have the matter placed on the agenda. Mayor Herkner desires to limit personal appearances to five minutes, if possible. �' MRS. VV�. C. McKEEVER ADDRESSED THE COUNCIL REGARDING the reeent removal of stop signs on "`°`"' Brewster Avenue at Opal and Hillview Avenues. She atated that the "No Parking" area which was adopted some months ago was installed at the property owners request as a condition for the erection of stop signs. Now that the stop signs have been removed she requested the restoration of parking in front of residences on the north side of Brewster Avenue. After discussion Councilman Royer moved that the City Attorney pre- pare the ordinance for introduction at the May lOth meeting, the Traffic Study Commit- tee to submit their recommendations at t he same time. The motion was seconded b y Couneilman Granger and carried. PUBLIC HEARTNG OF STAN AND LEE SCOTT�S APPEAL TO THE PLANNING COMMISSION�S DENIAL OF USE PERMIT to erect a second residence on portion of Lot 3, Block 16, Oak Knoll Manor. City Clerk read the petition containing twelve signatures protesting the Scottts re- ^� quest to allow additional residence on t he property located in first residential area. �F�, Mr. Scott stated his opinion that he did not receive a fair hearin� before the Plan- ning Commission, as in his opinion the Commission did not have a clear understanding of conditions surrounding his request. In view of the fact that ordinance allows only one residence in the first residential area, Councilman Royer moved that the Planning Comm3.ssion recommendation be upheld, seconded by Councilman Britschgi and carried. PUBLIC HEARING PROPOSED ANNEXATION MELEYCO TERRITORY. Affidanit of publication was ordered filed. Time for public hearing was announced and there being no protests, written or oral, Councilman Spi�lers moved hearing be closed, seconded by Councilman Britschgi and carried. Cotzncilman Britschgi then moved introduction of ordinance, seconded by Councilman Spillers and carried. PUBLTC HEARING: ADOPTION OF ORDINANCE N0. 766 APPROVING ANNEXATIDN HIGHLANDS TERRITORY. r.-�, Affidavit of publication was ordered filed. Ordinance, introduced on April 19th, .:� was ready for adoption. Councilman Britschgi moved adoption, seconded by Councilman Spillers. Mayor Herkner requested information from the City Engineer regardin� approximate cost to construct sewer to the edge of the property recently annexed. Mr. Jain replied that this project would cost betwesn �30,000 and �35,000. In regard � to water service, Superintendent Winter advised that there were no large lines in the `"'' area, but the present lines were of sufficisnt capacity for the present homes. If and when the area is built up larger lines can be extended. Ordinance was adopted on roll ca.11, Councilman Jones noted absent.
