If the problem is of administrative nature the City Manager will proceed to <br /> handle the same. If he determines that the matter should be presented to the Council <br /> he will make a brief record and arrange to have the matter placed on the agenda. Mayor <br /> Herkner desires to limit personal appearances to five minutes, if possible. �' <br /> MRS. VV�. C. McKEEVER ADDRESSED THE COUNCIL REGARDING the reeent removal of stop signs on "`°`"' <br /> Brewster Avenue at Opal and Hillview Avenues. She atated that the "No Parking" area <br /> which was adopted some months ago was installed at the property owners request as a <br /> condition for the erection of stop signs. Now that the stop signs have been removed <br /> she requested the restoration of parking in front of residences on the north side of <br /> Brewster Avenue. After discussion Councilman Royer moved that the City Attorney pre- <br /> pare the ordinance for introduction at the May lOth meeting, the Traffic Study Commit- <br /> tee to submit their recommendations at t he same time. The motion was seconded b y <br /> Couneilman Granger and carried. <br /> PUBLIC HEARTNG OF STAN AND LEE SCOTT�S APPEAL TO THE PLANNING COMMISSION�S DENIAL OF USE <br /> PERMIT to erect a second residence on portion of Lot 3, Block 16, Oak Knoll Manor. <br /> City Clerk read the petition containing twelve signatures protesting the Scottts re- ^� <br /> quest to allow additional residence on t he property located in first residential area. �F�, <br /> Mr. Scott stated his opinion that he did not receive a fair hearin� before the Plan- <br /> ning Commission, as in his opinion the Commission did not have a clear understanding <br /> of conditions surrounding his request. In view of the fact that ordinance allows only <br /> one residence in the first residential area, Councilman Royer moved that the Planning <br /> Comm3.ssion recommendation be upheld, seconded by Councilman Britschgi and carried. <br /> PUBLIC HEARING PROPOSED ANNEXATION MELEYCO TERRITORY. Affidanit of publication was ordered <br /> filed. Time for public hearing was announced and there being no protests, written <br /> or oral, Councilman Spi�lers moved hearing be closed, seconded by Councilman Britschgi <br /> and carried. Cotzncilman Britschgi then moved introduction of ordinance, seconded by <br /> Councilman Spillers and carried. <br /> PUBLTC HEARING: ADOPTION OF ORDINANCE N0. 766 APPROVING ANNEXATIDN HIGHLANDS TERRITORY. <br /> r.-�, <br /> Affidavit of publication was ordered filed. Ordinance, introduced on April 19th, <br /> .:� <br /> was ready for adoption. Councilman Britschgi moved adoption, seconded by Councilman <br /> Spillers. Mayor Herkner requested information from the City Engineer regardin� <br /> approximate cost to construct sewer to the edge of the property recently annexed. <br /> Mr. Jain replied that this project would cost betwesn �30,000 and �35,000. In regard � <br /> to water service, Superintendent Winter advised that there were no large lines in the `"'' <br /> area, but the present lines were of sufficisnt capacity for the present homes. If <br /> and when the area is built up larger lines can be extended. Ordinance was adopted on <br /> roll ca.11, Councilman Jones noted absent. <br /> PUBL:CC HEARING ON ADOPTION OF �RDINANCE No. 767, FIRE PREVENTION CODE.
