City
Manager Rolison submitted letter covering his recommendaGion to t he effect that addi-
tional tractor was not needed in the Park Department, it being his contention that hiring
of outside help on the fieed Abatement program would release the present tractor for the
mowing of lawns and such discin as may be required on City owned property. He also
called attention to the fact that it would be necessary to transfer .00.00 from t he
unbudgeted reserve to make up the amount short in the Park Department budget, in addition
to which an additional 3,1}00 per year would be necessary to cover the employment of an
additional operator.
PARK AND RECREATION COMMISSIQN'S RECOMNNIENDATION TO PURCHAS TRACTOR FOR THE PAR DEPARTMENT.
The Clerk read a letter from the Park and Recreation Corrnission recommending the pur-
°" chase of a new tractor, it being their understanding that sufficient funds were available.
' Mr. ',illiam Hanley addreased the Council and stated his opinion that the Commission had
been in f avor of t he purchase of an additional tractor to pull the gang mower and thus
release one man and one truck now assigned to this service. City Manager Rolison replied
that the cutting of lawns was seasonal and the present tracto'r could be released after
the lawn cuttin season and the equipment could be reassigned to Weed Abatement work.
Park Superintendent Balzarini submitted an estimate of time now consumed in cutting
lawn manually and the saving of time possible in the use of power equipment. Councilman
Britschgi stated that he had made a careful study of the situation and in his opinion
the purchase of a new tractor would result in the release of two men and one truck, one
of the men could be assigned as an equipment operator at a very little extra expense,
the other man to be transferred to groundskeeper. After further discussion, Councilman
Stout moved that the Park and Recreation Commission s recommendation be approved,
seconded by Councilman Britschgi, it being understood that the purchase of the new
equipment would be taken into eonsideration along with the Weed Abatament program. The
consensus of opinion was that the purchase of this tractor would result in an advantage
and a saving to the Cit3r. Motion carried.

CITY ATTORitEYS REPORT REGARDING FALSE ARREST INSURANCE. City Attorney Currie stated that

Lloyds will write such a police at 5.00 if all officers and reserve officers will join.
This policy would protect the City as well as the officers. Mr. Currie suggested that
the beginning of the new fiscal year would be the proper time to start this type of
insurance and Councilman Granger moved that this be made a part of the Police Department
Budget, seconded by Councilman Jones and carried.
CITY ATTORNEY'S REPORT REGARDING CONFERENCE WITH HETCH HETCHY OFFICIALS.
