In viev� of this <br /> fact and that the appropriation is still an open issue which has to be passed by Congress, <br /> it was the thinking of the Flood Control Committee that the matter be deferred until the <br /> present Port problem is desposed of. The Committes did not want to �eopardize the Portts <br /> � <br /> position and it was their recommendation that �r. Sproul be requested to again consult <br /> � �rith the Committee before an� action be taken by the Council, since the above mentioned <br /> problem arose after the Committee meeting with l�r.
