98
limits of Pine Street. He recommends that he be given authority to prepare plans and
specifications and that the City Auditor be authorized to advance funds from the
General Fund to be reimbursed from the Assessment District. City Engineer Jain states
drainage will be quite difficult as it will have to be carried in open channel over
private property for 600 feet along thw Sweeney Ranch Line and then deposited in an
open ditch through private property to Spring Steet which wo uld result in the neces-
""'
sity to obtain easements. Quit claim deeds from all property owners will be necessary

before assessment proceedings can begin. Since there is but 6t' in 600 feet difference
in elevation between Pine and Spruce Streets, Mr. Jain does not believe any rnethod
suggested to date will be a permanent solution and might result in property owners
refusing to be included in any future permanent overall drainage proram in this area.
The engineers still feel that a permanent storm drain and small pumping system at the '''
north end of Spruce Street would be the only satisfactory solution. After further
discus$ion the Council decided to withhold further action to allow study of the situ-
ation, as it was thought the area was too small to support drainage pro gram expense.
OFFICIAL NEWSPAPER AD FOR FIESTA EDITION.
