REAL ESTATE COMMITTEES REPORT REGARDING THE PROPOSED PURHASE OR EXCHANGE OF PROPERTY AT
1823 Roosevelt Avenue, owned by Mrs. E. M. cCanless. Councilman Herkner reported that
the Committee had examined the premises and they vere not ready to recommend moving the
house to another lot. They were studying the possibility of the owner accepting another
lot in trade and build their own home thereon. Mr. McCanless appeared before the Coun-

cil and stated she would prefer receiving an offer from the City and sell the propert9
outright. The Real Estate Committee will contact Mrs. McCanless, Thursday, January 21st.
.k
The matter was placed on the agenda for January 25th on motion of Councilman Herkner,
seconded by Couneilman Royer and carried.
COUNCILMAN BRITSCHGI STATED THAT HE WAS A MEMBER OF THE ANINfAL AND FOWL ORDINANCE COMMITTEE
and, if so, he was prepared to present a motion directing the City Attorney to bring in
an Amendment. Councilman Jones, Chairman stated that the Committee was not ready to
report. The matter is on the agenda for the February lst meeting. (Check of records
indicates that Councilman Britschgi was appoirrted on this corranittee February 16, 1953) •
TRAFFIC FACT FINDING C011MITTEE RECOMAdEND 23 STOP SIGNS AREA WEST OF VALOTA ROAD AND SOUTH OF
JEFFERSON AVENUE. It had been determi.ned that traffic in this newly developed area had
established a definite traffic flow pattern resultin in some streets carrying heavier
traffic than others. The Committee was of the opinion that these streets shoul.d be pro-
tected at interseeting streets in order to a11ow free movement and circulation of traffic
rithin the area. Mr. R. W. Fields addressed t he Gouncil and noted that the Committee
reconunended stvp signs on Massachusetts Anenue at Alameda de las Pulgas. In a former
petition signed by some 30 residents a 4-way atop had been requested at this location, it
., being his contention that a danerous condition existed here due to the fact that the
..
intersection was partly obstructed by the grade approaching on Alameda de las Pul.as.
Af ter considerable discussion Councilman Britschgi moved approval of recommendation of
the Traffic Comm.ttee with the understanding that slow or warning signs be erected on the
Alameda de las Pulgas to overcome the condition mentioned by Mr. Fields, it also being
understood that the erection of stop sins on Massachusetts at this location vould be
carried on for a 30 da9 period and if it proved unsuccessful, stops could then be placed
on Alameda de las Pulgas, seconded Councilman Spillers and carried.
CITY ATTORNEY CURRIE REGARDING CITY OF SAN FRANCISCO IN 14AINTAINING HETCH-HETCIiY EASEMENT.
Mr. Currie stated hat he secu.red a photostatic copy of the deed to the City of San
Francisco and proceeded to read several of the provisions included in the deed. The
Water Company has indicated to the Cit Manager that they are willing to fence all of' the
right-of-way, however, the matter of responsibility for broken sidewalks and daxnaged

streets was still undecided. The City Enineer has estimaed repaire would amount to

approximately 200. At a meeting with Mr. Geore Davis, Superintendent of the Water
Company, it was suggested that a letter be written to the Gen.eral Manager pointing out
conditions in this area. City Enineer Jain was of the opinion that the greater part of
' the damage was done by several trucks and public utility trucks oing into private prop-
+.. erty. City Attorney Currie advised that the City of San Francisco could be required to
repair the damages if it were possible to present proof that the damage had been done
by their equipment. Councilman Spillers stated tYnat he had conferred with Mr. Davis and
Mr. 0'Mera of the Water Company and had discussed a proposition whereby the City would
take over the 80 ft. right-of-ay approximately 1}80 ft. long to be used as a park site,
turfed and planted, sprinkler systems to be installed, playgrounds and park benches to
