Councilman Spillers stated further that he had done some cheekin� <br /> in the matter, maintenance would be cheap and the Park Department would be able to <br /> maintain this area at a very law expense. Councilman Spillers suggested City Attorney <br /> Currie contact the San. Francisco Water Company and enter into an agreement, the only <br /> condition the Water Company would require would be access to repair leaks in the lines. <br /> It was his contention that such a progr�tnt would eliminate the eyesore and would beautify <br /> the area. In order to expedite this matter Councilman Spillers su�gested the matter � <br /> � <br /> be referred to the Recreation Commission for their recom�nendation immediately to be <br /> taken up at their next meetin� in February, in the meanwhile the City Attorney �as to <br /> draw up the necessary papers. Mr. L. A. Tornell and Mr, Ral.ph Elliott appeared. Mr. <br /> Tornell addressed t he Council regardin� the damaged sidewalks and streets stating that � <br /> it would be very difficult to determine the responsibility of this damage. In his � <br /> opinion Councilman Spillera� s proposal was an excellent one and would meet �ith full <br /> approval of the residents of' the area. Councilman Royer thought the suggestion was a <br /> �ood one and that it would be proper to refer the matter to t he Park and Recreation <br /> Commission and Iet them bring back their recommendation. Councilman Spillers was <br /> afraid the matter would be delayed and suggested that the City Manager furnish inf'orma- <br /> tion as to costs, the Park Superintendent to check into the matter immediately, the <br /> City Attorney to draw up a suggested agreement. Councilman Royer so moved, seconded <br /> by Councilman Spillers. Mr. Tornell suggested that possibly the U4fater Compa�y would <br /> propose a similar program to other cities thus crediting the City of Redwood City with <br /> being a leader in the community. Motion carried. <br /> REPORT ON THE PROPOSED EXCHANGE OF PROPERTY WITH SCHOOL DISTRICT. Councilman Ro�er reported � <br /> that five members of the City Council had met and discussed the proposed exchan�e �vith � <br /> � <br /> the facts at hand but were of the opinion that before any action be taken the matter <br /> should be set for p�tblic hearing. He stated that the School Trustees would like to <br /> see the plan go through as soon as possible, however the public should be given a <br /> hearing before any action is tal�en. Councilman Royer then moved that the hearing be <br /> held on February 8th, the City Clerk to notify the property owners in the area. Motion <br /> seconded by Councilman Herkner. Councilman Royer again stated t hat only the facts now <br /> at hand had been considered by the Council, that no concluaion ha.d been reached and that <br /> there were possibly many technicalities to be ironed out. <br /> CITY ATTORNEY CURRIE REPORTED THAT HE HAD MET WITEi THE MODOC PEAT MOSS COMPANY, who �ere not <br /> happy with the su�gested agreement. The first ob�ection was to tlze 2� of the gross <br /> to be paid to the City and they asked that inasmuch as the first year would be more or <br /> less of an experimental nature that the collection be deferred to January 1956. They � <br /> also wished the a reement to rovide for uantities to be based on. the � <br /> � P 9, present capacity <br /> existing in the sludge beds. They also wished to reduce the amount of the bond to <br /> �1,000. City Engineer Jain was of' the opinion that the bond of this amount would not <br /> cover the situation. Mr. Jain also suggested that the price to be paid by the Cit� for ""'�! <br /> the finished material be based on their wholesale costs, or less.
