The matter was <br /> placed on the a�enda for the meeting of MarcYi lst. <br /> � <br /> CITY ATTORNEY CURRIE ADVISED THAT ORDINANCE No. 752 ADOPTED NOVEMBER 16, 1953 Provides in Sec- <br /> �� <br /> tion 5 that four members of the Park and Recreation Commission shall constitute a quorum. <br /> Councilwoman Tinney commented on resolution adopted December 21st establishing membership <br /> at five men and two women. In accordance �i�h the Gladys Snider recommendation it was <br /> indicated that requirement ahould be that no more than five of seven members shall be <br /> of the sam.e sex. Councilwoman Tinneg offered RESOLUTICtN No. 1630 RESCINDING RESOLUTION <br /> No. 1621 AND SUBSTITUTING THE REQUIREMENT AS MENTIONED ABOVE. She then moved adoption, <br /> seconded by Councilman Jones and carried unanimously on roll call. <br /> LETTER FROM Mr. T. A. DAVIES REGARDING DRNEWAY PROBLEM AT HELLER AND CEDAR STREETS. Communi- <br /> cation was read whereby it appears that the building located on the corner lot of Heller <br /> and Cedar Streets was about completed and that a permit to build driveway entrances to � <br /> a five unit garage had been denied by the ?�ngineering Department and the City En�ineer <br /> '""" advised that under the ordinance no one could grant such a permit other than the City <br /> � .� Council. However, in his opinion there was no alternative other than to grant the per- <br /> rnits requested. Then followed discussion as to the steps n�cessary to eliminate such <br /> conditions in the future, City &tanager Rolison explainin� that a form had been prepared <br /> which would require both the Building Department and the City Engineer�s office to agree <br /> on this matter before issuing building permits. Councilman Royer then moved that this <br /> variance requested by Mr. T. A. Davies be allowed, seconded by Councilman Herkner, it <br /> being understood the granting of this permit establishes no precedent. Motion carried. <br /> &iR. GEORGE MOORE, 31 EATON VILLA PLACE, APPEARED REGARDING A PERMIT TQ RAISE CHICKENS, RABBITS, <br /> AND DUCKS. A neighbor also appeared, Mr. George Erhardt, �.1. Eaton Villa Place. Mr. <br /> Maore stated that he had been advised to contact the City Council in an effort to secure <br /> a permit to continue to raise chickens, ducks and rabbits t�hich he had had for consider- <br /> � <br /> able time. Mr. Moore stated he had not known of the necessitq to secure a permit until <br /> so advised by the Police. After further discussion, Councilman Spillers mo�*ed that a <br /> �.,. <br /> permit be granted in compliance with the ordinance providing the premises are approved <br /> by the Health Department, aeconded by Councilman Royer, and carried, Councilman Jones <br /> voting No. Mr. Erhardt advised that he was appearing to assist Mr. Moore, his nei�hbor, <br /> �w� <br /> but did not desire a permit himself. <br /> `"" ` CITY ENGINEER'S REPORT ON ENGINEERING EXPENSES F0� UPLAND ROAD SEW'ERS. City Clerk Dodge <br /> reviewed t he minutes of the meetings of September 21, 1953� October 5, 1953 and October <br /> 14� �953 in which it appears t hat the City Couneil had agreed to assume the expense of <br /> obtaining easement through the Descalzo property. The disposition of engineering costs, <br /> inspection, etc. , was to be decided upon at a later date. Cit� Engineer Jain advised <br /> that in addition to the cost of acquisition amounting to �423 there was a �1}88 balance <br />
