Minutes of August 2nd, August 9th and Board of Equalization meeting of <br /> �,,,,,, August 9th were approved on motion of Countilman Stout, seconded by Councilman Jones, and <br /> carried. <br /> � <br /> CTAIL V. STRONG, 3875 Jefferson Avenue, application for water connection. Mr. Strong appeared <br /> personally and explained to the Council that his well which had been adequate had gone <br /> bad leaving him with a problem of insufficient �rater for his household. Mr. Strong advised <br /> that he had two children, one of which was an infant and he needed service badly. House <br /> was under construction for about two years, and he had just missed getting in his applica- <br /> tion at the time that the Council adopted the "no more connections" policy. Water Supt. <br /> Winter stated there would probably be sufficient water, however, he had informed Mr. Strong <br /> of the Council policy. He called the Council� s attention to the fact that he had also re- <br /> ceived an inquiry f'rom a neighbor of N1r. Strong who also was having dif'f'iculties with his <br /> well and probably would ask for a connection if one were allowed Mr. Strong. Councilman <br /> Stout, stating his opinion that the case was worth;� of special consideration, and in view <br /> .-�- <br /> of the fact that there w as apparently suff icient water in the area, moved that permi.t be <br /> � allowed. Councilman Granger, in seconding the motion, stated he was not in favor of chang- <br /> ing the policy, but had considered the present case on its merits, it appearing to be a <br /> hardship case. Councilman Jones, while voicing his sympathy, wondered how man� more requests <br /> would be received if this request were granted. After further discussion, motion carried <br /> unanimously on roll call. <br /> REPORT - WAR NIEMORIAL COMMITTEE. Councilman Stout reported on the recent meeting with the Com- <br /> mittee at which several members of the City Council were present. Communication of the <br /> Committee signed by Ferris Miles as Chairman and T. N. Thompson, Secretary recommended <br /> the employment of Mr. Birge T�t. Clark, senior partner of Clark & Stromquist of Palo Alto. <br /> The Committee had selected Mr. Clark as their choice after making a long range study and <br /> consideration of six candidates for the job. The Committee feels that 1VIr. Clark would <br /> *'"' prove to be very satisfactory, and due to his varied experience would bring in some excel- <br /> �,,, lent suggestions for the proposed building. Cost of Mr. Clarks ' services will be the <br /> established rates of the American Institute of` Architects. Councilman Stout, in moving <br /> approval of the Corrun.ittee recommendation, stated his personal knowledge of Mr. Clarkst <br /> ability. Councilman Granger seconded the motion, stating that the War Memarial. Corrnnittee <br /> � <br /> � had been selected by the City Council, and in his opinion represented the most outstanding <br /> � <br /> men in the communitg. The new building will be dedicated to the men represented by the <br /> stars on the service flag, and the pleasant relationahip existing between the Council and <br /> the Committee had continued without any arguments or disagreements. Councilman Granger was <br /> of the opinion that selection of Mr. Clark was a wise one. He added that the records should <br /> show that :+rir. Clark was to be hired to submit a Master Plan, and would plan the first unit <br />
