Councilman Herkner <br /> �tated in his opinion the Cit� Manager was still ri�t in regard to the situation. <br /> �� <br /> DISCUSSION ON POSSIBLE BOND ISSUES FOR THE APRIL BALLOT. Councilman Jones stated that in his <br /> opinion the Council had no alternative other than to ask the public to confirm their <br /> �.. � <br /> judgment and vote the funds necessary to start the flood control pro�ect. Councilma.n <br /> Jones then moved that the City Attorney be directed to prepare tfie necessary papera to <br /> the end that �200,000 Bond Issue be placed on the April Ba.11or. Motion seconded by Coun- <br /> � cilman Herkner. Discusaion followed regarding the posaibility of completing the balance <br /> '�°� of this pro�ect on a "pay-as-you-go-basis" , however, it appeared th at this �ould result <br /> in considerable time element in order to complete the entire pro�ect. Councilman <br /> Britschgi commented on the fact that ordering plans and speciPications was not an attempt <br /> to shove the program down the people� s throats but that the time element enter into the <br /> picture and further that the plans and specifications could be used at any time. City <br /> Attorney Currie requested authority to arrange with the San Francisca firm of Orrick <br /> Dahlquist $errington & Sutcliffe to prepare the usual proceedir�gs. Motion carrisd. <br /> Councilman Spillers then moved that the Cit9 Attorney arrange to place the matter of <br /> �150,000 on the ballot for the purpose of constructing new Police Station, seconded by <br /> Councilwoman Tinnay. Councilman Jones stated bePore the matter was placed on the ballot <br /> he would like to explore other areas ad�acent to the proposed location and the possibility <br /> ,�.� of acquiring other lands and possibly other buildings. He then asked that the matter be <br /> � . <br /> deferred for two weeks. Councilman Spillers replied that the committee had inspected <br /> the building in mind and that it had been f ound to be impossible to use the same for <br /> Police Headquarters, it being the wrong type and located too close to the tracks. <br /> Citg Manager Rolison stated that if the funds were voted it could be arranged th at they <br /> could be used for both acquisition or construction, money to be used for either or both <br /> ways. City Attorney Currie stated that he could proceed and get everything read�r to go. <br /> Councilman Jones was still of the opinion that the Council had not reached an unanimous <br /> deciaion and could bery �ell hold over f or further study. Councilman Spillers, however, <br /> stated that every member of the Council had agreed on the building and the site. Mayor <br /> Granger was of the opinion that the Council should decide, if now was the time to decide, <br /> and suggested that a study meeting be held this �eek. Councilman Herkner stated that <br /> his recollection was that the Council had approved the tentative plans and the idea of <br /> � <br /> placin� the matter on the ballot, however, another Bond Issue might change some oP the <br /> �,. <br /> Council� s opinion. There would be no harm to put the m,atter over for another week. <br /> Councilwoman Tinney stated that her recollection was that all the members present had <br /> agreed to place the matter on the ballot to let the people help decide the issu�. How- <br /> "� " ever, in her opinion the nsed was very apparent; to decide tYie matter should be placed <br /> +�..� before the people. On roll call vote the motion carried, Councilmen Jones, Royer and <br /> Mayor Granger voting No on the grounds that they would like to have additional time to <br /> consider the matter. Councilman Britschgistated it would be well tv have a meeting to- <br /> gether and study this matter, City Attorney Currie to take the necessary steps to place <br /> the matter on �he ballot. In his opinion all seven Councilmen should back this propo- <br /> sition or forget the whole thing. Councilwoman Tinney called attention to the Library <br />
