Mayor Granger called attention to the fact that Charter Amendments would have to be placed on the ballot and it was decided to hold �, study meeting on January 29th, it being noted by the City Attorne� that the first meeting in February would be in time to put the issues on the ballot. COI�'NCIL AUTHORIZATION FOR READVERTISING REPAVING J4B ON BROADWAY FROM RAILROAD AVENUE TO � EL CAMINO REAL. City Engineer Jain reported that there was a possibility that Mr. Frank ,,,,,,� Smith would put up the necessary bond and sign the contract based on the original bid, however, it had been thought wise to readvertise in case Mr. Smith did not sign the agresment. Councilman Britschgi then moved that readvertising be confirmed, seconded � by Councilman Royer and carried. Councilman Herkner suggested that in view of the � fact that cost of the work being done at night would increase the cost and also the fact that originall�, work was to be done at ni�ht so that traffic would not be inter- ferred with around Christmas time, possibly the work could be done during the day as is done in other cities. City �r�gineer Jain was of the opinion that approximately �300 cast would be well worth while under the conditions which would necessit�te re- routing traffic during the construction period. It was decided that if Mr. Smith did not sign the agreement the readvertisement of bids would take care of the matter. Councilman Royer """�' offered RESOLUTION No. 1632 AUTHORIZING SALE OF LOT 52, Block 5, WEST REDWOOD to Milton J. Farnsworth at �1,411.00, and moved adoption, seconded by Councilman Spillers and carried on roll call, Councilman Britschgi noting No. Councilman Britschgi was of the opinion that an effort should have been made to purchase the ad�oing 25 feet and thus be in position to sell a suitable building site. COUNTY HEALTH DEPARTMENT�S REPORT ON SANITATION INSPECTIf2NS OF EMERALD LAKE AREA. A letter from Mr. Ho�rell, Public Health Engineer, indicated that 161 homes in th e Emerald Lake area had been surveyed and it had become necessary to issur abatemen t notices to 29 of them for improper disposal s9stems. He called attention further to the fact that it would be necessary to discontinue this survey for the present as they had no further authori2ation to apend additional money in this area. Mr. Webber of 1}04 Eaton Avenue had �rritten � � letter regarding her ankle due to a f all at Broadway and Arguello Street. Councilman Britschgi moved denial and referred same to the insurance carrier, seconded by Council- man Spillers. Then followed discussion regardin� the Berkeley system of checkin� into *"� inspection of accidents and City Attorney Currie stated that this was done with a self- - „�,rri insurance pro�ram and Mayor Granger suggested that �his matter be discussed further as did Councilman Jones, who was of the opinion that such a program would have a t�endency to reduce insurance Qosts.
