F. 1�acLain, 3125 Hoover S�reet, from the Division of Hi�ways, dated June j, i 1954• The letter reads as follows: - ' We wish to aeknowledge rece�pt of your letter dated May 28, 195�, requesting information concerning the construction of a frontage road ad�acent to the State� s proposed freeway betwesn Second Avenue on the north to Marsh Road on the south. The Statets present plans for construction in this area indicate that a frontage road will be constructed between ""� Second Avenue and Fifth Avenue. This will be a two-way surfaced roadway. Between Fifth Avenue and Marsh Road there - � are no plans for the construction of a frontage road. The entire freeway will be fenced and no direct access will be permitted to the traveled way from abutting properties or from the frontage road except at designated intersections. Jones moved adoption of ordinance, secondsd bg Councilman Spillers and carried on roll call. PUBLIC AEARING: ADOPTION OF ORDINANCE 6�0.�.6 ESTABLISHING P-1 and P-2 DISTRICTS, ORDINANCE 600. This was continuation of previous public hsaring. City Attorney Currie, in reply to the ""�" Council� s quest�on, stated that any changes to be made in eonnection wi th this ordinance �,..:�. should be made after the ordinance is in effect. Ar�y change made now would result in an additional cnst of approximately �60.00 to the City. He stated further that since the ordi- nance would not be in effect for thirty days no one could violate the ordinance. Council- ,,� man Britschgi questioned why the changes should be made after and not before the adoption .,� of the ordinance. City Attorney Currie stated that there cou�dntt be any changes until after the publication of the ordinance because until the ordinance was published no one would be able to protest or ask for changes. He stated further that any changes made b� an amendment would have �ore effect than if the9 were changes now.
