<br /> �. There are seventeen business establishments in this city
<br /> which display and sell, magazines, periodicals, cartoon boaks and
<br /> booklets. Of this number, eleven are now, and have bean for some
<br /> time, examining the various issues they receive and eliminating
<br /> from their stands all of those which, in the opinions of the
<br /> managers, are for any reason ob�ectionable. The other six expressed
<br /> a willingness to do the same in the future. All of the magazines
<br /> sold in Redwood City are supplied by two distributing companies,
<br /> both located in this area but outside of this city.
<br /> �""' 2. Specimens of various publications �rere secured from each
<br /> '` establishment in the city. They fell witY�in two general types:Qne
<br /> �r type displa�ed photographs of unclothed and partly clothed human
<br /> figures, both male and female. The aecond type consisted of the
<br /> so-called "Horror" cartoons and booklets, dealing ch iefly with
<br /> sensational crimes and semi-sadist3.c scenes. The specimens were
<br /> exa,mi.ned and were submi.tted to the offices of the City Attorneg and
<br /> District Attorney for opinians as to their legality or illegality.
<br /> ,,.,,, None were found to come within the provisions of Section 311.3 of
<br /> the California Penal Code to an extent which would 3ustify a crimi-
<br /> nal proseeution under that section for an obscene or inde�cent dis-
<br /> '''�'' play. None of the mora extreme examples of the horror booke were
<br /> found during the survey, possibly due to the voluntary screening
<br /> by the various merchants.
<br /> 3. No legislation, other than Section 311.3, P. C. , exists for
<br /> the control of such displeys, and none of the horror books fall within
<br /> the msaning cf this section. District Attorney Keith Sorenson had 3ust
<br /> returned from a conference in the East at �rhich this sub3ect was dis-
<br /> cussed. Various opinions were expresaed as ta the harm these books
<br /> may do, and no quick solutimn was offered.
<br /> !}. In view of the good co-operation extended to this department
<br /> during this survey by the local merahants, it is my belief that the
<br /> merchants will, if requested by the Council, possibly by resolution,
<br /> go a long way toward eliminating the more sensat3onal and possibly
<br /> harmful books from their shelves.
<br /> Councilman Britschgi remarked on the wonderful report and moved acceptance of same and
<br /> in�tructed City Attorney Currie to draw up Resolution so that merchants will censor their
<br /> book�, seconded by Councilman Spillers, and carried on roll call.

<br /> COUNCILMAN JONES ASKED BUILDING INSPECTOR KRETSS IF HE GAVE QUT STREET NIIMBERS ON INDUSTRIAL
<br /> WAY. As this was the case, Councilman Jones asked that Industrial Way be renumbered as
<br /> th.ey are going the wrong way compared to the other streets. Building Inspec�or Kreiss
<br /> reported that the numbers are going the same as the other streets in Lenolt Subdivision.
<br /> This is the onl;� subdivision that runs that wa�. Councilman Jones moved that the matter
<br /> of street numbers on Industrial Way and Lenolt be referred to the Planning Commission,
<br /> seconded by Councilma.n Britschgi and carried.

<br /> COUNCILMAN BRITSCHGI STATED THAT AE AND COUNCILMAN ROYER ATTENDED A MEETING WITH THE CHAMBER OF
<br /> CONIlVlERCE TO HAVE A CLEAN-UP DRIVE. After some discussion Councilman Britschgi suggested
<br /> � ` that the City should purchase or lease the property on El C amino Real belonging to the
<br /> �"' Southern Pacific Company, from the car wash to the City Limits, so that the Citq could
<br /> clean up the unsigY�.tly scene and put in a lawn. Councilmsn Granger and his Committee are
<br /> working on the entrances to the City. Mayor Herkner turned this matter aver to Councilman
<br /> Granger and his Committee. '
