i 3
. There are seventeen business establishments in this city
which display and sell, magazines, periodicals, cartoon boaks and
booklets. Of this number, eleven are now, and have bean for some
time, examining the various issues they receive and eliminating
from their stands all of those which, in the opinions of the
managers, are for any reason obectionable. The other six expressed
a willingness to do the same in the future. All of the magazines
sold in Redwood City are supplied by two distributing companies,
both located in this area but outside of this city.
""' 2. Specimens of various publications rere secured from each
'` establishment in the city. They fell witYin two general types:Qne
r type displaed photographs of unclothed and partly clothed human
figures, both male and female. The aecond type consisted of the
so-called "Horror" cartoons and booklets, dealing ch iefly with
sensational crimes and semi-sadist3.c scenes. The specimens were
exa,mi.ned and were submi.tted to the offices of the City Attorneg and
District Attorney for opinians as to their legality or illegality.
,,.,,, None were found to come within the provisions of Section 311.3 of
the California Penal Code to an extent which would 3ustify a crimi-
nal proseeution under that section for an obscene or indecent dis-
''''' play. None of the mora extreme examples of the horror booke were
found during the survey, possibly due to the voluntary screening
by the various merchants.
3. No legislation, other than Section 311.3, P. C. , exists for
the control of such displeys, and none of the horror books fall within
the msaning cf this section. District Attorney Keith Sorenson had 3ust
returned from a conference in the East at rhich this sub3ect was dis-
cussed. Various opinions were expresaed as ta the harm these books
may do, and no quick solutimn was offered.
!}. In view of the good co-operation extended to this department
during this survey by the local merahants, it is my belief that the
merchants will, if requested by the Council, possibly by resolution,
go a long way toward eliminating the more sensat3onal and possibly
harmful books from their shelves.
Councilman Britschgi remarked on the wonderful report and moved acceptance of same and
intructed City Attorney Currie to draw up Resolution so that merchants will censor their
book, seconded by Councilman Spillers, and carried on roll call.
.-.
SIIG GES T IONS AND REC 0 MiVVIENNDA T I4NS, C OIINC IL AND DEPART MEN T AE.ADS

COUNCILMAN JONES ASKED BUILDING INSPECTOR KRETSS IF HE GAVE QUT STREET NIIMBERS ON INDUSTRIAL
WAY.
