Councilman <br /> Spillers moved approval of expenditures, seconded by Councilman Royer and carried. Council- <br /> man Rt�yer stated that a resolution should be made to transfer the mon.ey bu� not until the <br /> � proper amount of money is determined. <br /> � FIRE CHIEF LODI SUBMITTER A LETTER REQUESTING PERMISSION TO ADVERTISE FOR BIDS FOR THE REPAIR <br /> OF THE ROOF AT THE #1 FIRE STATION. There is evidenee of termites in one section of the <br /> roof where the old dril�. tower was attached which wi11 have to be repaired before the new <br /> „�... roof is applied. Councilman Granger moned that City Manager Rolison be instructed to call <br /> � for bids, seconded by Couricilman Spillers and carried. <br /> LETTER FROM J. -A. HANNA, 9L�.8 FiJLTON STREET, REQUESTING 3�iAT THE CITY ENGINEERING� DEPARTMENT GRANT <br /> A THREE iviONTH EX2'ENSION ON Zi3E INSTALLATION OF SIDEWALKS BORDERING HIS PROPERTY AT 2775 <br /> DELA1�iARE AVENUE. He s tated that he had plan.s in the drawing board stage f'or a new home <br /> and he would like to build his home first otherwise the transit trucks would cause con- <br /> siderable dam,a�e to his new sidewalk. Councilman Granger moved that this matter be <br /> referred to the City Engineer, seconded by Cozancilman Spillers. City Engineer Jain stated <br /> that this should be grantEd. Coun.cilman Spillers moved that thirty day extension be <br /> granted, seconded by Councilman Royer, matter be placed on the agenda for th irty days <br /> hence. Motion carried. <br /> MRS. jIERA ESKINE COMPLAINED TFiAT TRUCKS �ERE DELIVERING DIRT THROUGH EDGEWOQD and she asked <br /> that the truck ordinance be put throug�2 in order to put a stop to this. She was informed <br /> � <br /> that there was to be a meeting in regard to the truck ordinance. <br /> � <br /> REPORT ON BID OPENING - PURCHASE QF TWO TON TRUCK. The followin� is the report sent in by the <br /> City Manager: Your attention is called to the fact that only one bid was reeeived in res- <br /> ponse to our legal advertise�ent for bids on a two ton heavy duty truck, in accordance with <br /> specifications prepared by the Street Department and approved bg the City Engineer. Whils <br /> in preparing �his at3vertisement every effort was made to comply with the purchasing pro- <br /> cedure recently recommsnded by a committee of local dealers, and formally adopted by the <br /> City Council, it would appear that a ma.jority of the dealers are now dissatisfied with <br /> this procedure. In our opinion, the only proposal, which �ras submitted by Towne Motor Co. , <br /> is fair and reasanable and meets all the requirements of the Street Depaxtment. Its accep- <br /> tance or disapproval however, due to the absence of a competitive bid, we feel is a matter <br /> of policy to be determined by the City Council. In an attempt �o avoid a recurrence of <br /> '�"""" similar misunderstandings in the future, it is suggested one of the following two alter- <br /> � natives be tried as a corrective measure: <br /> 1. That the City invite a representative to be named by the local <br /> dealers, to inspect and approve all heavy duty truck specifi- <br /> � cations prior to the publication of our legal advertisement - <br /> requesting bids. <br /> �,.,, Alternate: <br /> 2. That the City hereafter specify the identical make of truck and <br /> � accessories desired, and solicit bids from at least two outside <br /> dealers, with preference given to local merchants, quality and <br /> price being equal as provided by the City Charter. - <br /> In �y opinion the latter method suggested is the only way that the Cit� can possibly obtain <br /> strictly competitive bids on identical merchandise, since at the present time, at least, <br /> no two local dealers sel.l the same make of equipment. Incidentally, under this method it <br /> � <br /> is obvious that the matter of spsci.fications coul d not be made an issue and the City would <br />
