Motion carried. <br /> AUTHORIZE CITY MANAGER SIGN AGREEMENT REGARDING YACHT HARBOR SITE �1ITH LESLIE SALT COMPANY. <br /> Councilman Stout so moved, seconded by Councilman Jones and carried. <br /> DIVI�ION OF HIGH�IAYS REGARDING FRONTAGE ROADS BAYSHORE, CHESTNUT TO MARSH ROAD, etc. Letter was <br /> received by City Engineer advising that the Division of Highways plans contemplate a contin- <br /> uous frontage raod a].ong the northerly side of the freeway between Chestnut and Marsh Road. <br /> � <br /> On the southerly side the necessity for a frontage road is onlg seen between Second Avenue <br /> � <br /> and Fif'th Avenue to service existing developments. From Fifth to Marsh Road the State is <br /> purchasing the tier of lots between Bayshore and the alley to t�ie rear except for certain <br /> corner parcels which have access upon the north-south local streets and the east-wsst cir- <br /> culation via Hoover Street. Between Second and Chestnut the interior street system provides <br /> access without the necessity of frontage road construction. Councilman Spillers moved ac- <br /> ceptance of rsport, seconded by Councilm.an Stout. In the discussion which followed City <br /> Attorney was of the opinion that Council had lost jurisdictiori in the matter of establish- <br /> ing plan lines for widening the alley, however, it was thought that inasmuch as the Plan- <br /> ning Coznmission had originally set the plan lines the matter should be returned to them <br /> for further consideration and motion carried. <br /> COUNCILMAN BRITSCHGI DISCUSSED THE SITUATION WHEREBY THE CITY COUNCILMEN WERE REQUIRED TO DEVOTE <br /> ""�""� MANY HOURS IN THE CONDUCT OF CITY BUSINESS . It was his thought that Council should consider <br /> � the hiring of an assistant City Mana�er who would assume some of these duties to relieve the <br /> City Council as well as the City Manager of a part of the work 1oad. Councilman Britschgi <br /> suggested that some thought be given to the matter and that possiblg a decision might be <br /> �,.. reached while attending the convention in Los Angeles in October. - <br /> � COUNCIL14iAN BRITSCHGI DISCUSSED THE ARRANGEMENT WITH THE SCHOOLS REGAR�ING JOINT US� OF FACILITIES <br /> IN THE MAD�UX PARK AREA, arrangements which have not been completed. Matter af construction <br /> of fence and exchange of properties are also incomplete. City Manager Rolison atated that <br /> he had contacted Superintendent of Schools Spinas who had promised to write a letter cover- <br /> ing the situation. William Hanley of the Park anci Recreation Commission stated that he <br /> had talked to Mr. Spinas who was requesting authorization to build the fence in Maddux Park � <br />
