Councilman Stout moved that resolution covering the initial steps be prepared for the meeting of October llth, secorided by Councilman Spillers and carried. FURTHER DISCUSSION INDUSTRIAL WAY. City Attorney stated his understanding was to proceed under � the 1951 Parkin� Assessment Act and that the City �ngineer woul�d proceed or employ someone �' to prepare plans on Parking Lot No. 1 aa a. part of the overall picture. It was thought that this would save time and would not jeopardize the position of parking lots #2 and #3• Councilman S�out moved that �he City En�ineer proceed with the plans for the parking lot ...• behind the City Hall as part of the overall program, Motion was seconded by Councilman � Jones and carried. CITY ATTORNEY REGARDING CONSTANTINI APPLICATION RESUBDIVIDE LOT C�RNER HUDSON AND LINCOLN. PLANNING COMMISSION RECOMMEND DENIAL. The Planning Cormnission, at their meeting of September 14th, tabled Mr. Constantinits application indefinitely. Councilman Royer moved that matter be referred back to the Planning Co�nission with a recommendation, motion seconded by Coun- cilman Stout. Councilman Britschgi sug�ested that someone be present at the meetin� to explain the Councilts thinking. Motion carried. AUTHORIZE CITY MANAGER SIGN AGREEMENT REGARDING YACHT HARBOR SITE �1ITH LESLIE SALT COMPANY. Councilman Stout so moved, seconded by Councilman Jones and carried. DIVI�ION OF HIGH�IAYS REGARDING FRONTAGE ROADS BAYSHORE, CHESTNUT TO MARSH ROAD, etc. Letter was received by City Engineer advising that the Division of Highways plans contemplate a contin- uous frontage raod a].ong the northerly side of the freeway between Chestnut and Marsh Road. � On the southerly side the necessity for a frontage road is onlg seen between Second Avenue � and Fif'th Avenue to service existing developments. From Fifth to Marsh Road the State is purchasing the tier of lots between Bayshore and the alley to t�ie rear except for certain corner parcels which have access upon the north-south local streets and the east-wsst cir- culation via Hoover Street. Between Second and Chestnut the interior street system provides access without the necessity of frontage road construction. Councilman Spillers moved ac- ceptance of rsport, seconded by Councilm.an Stout. In the discussion which followed City Attorney was of the opinion that Council had lost jurisdictiori in the matter of establish- ing plan lines for widening the alley, however, it was thought that inasmuch as the Plan- ning Coznmission had originally set the plan lines the matter should be returned to them for further consideration and motion carried. COUNCILMAN BRITSCHGI DISCUSSED THE SITUATION WHEREBY THE CITY COUNCILMEN WERE REQUIRED TO DEVOTE ""�""� MANY HOURS IN THE CONDUCT OF CITY BUSINESS . It was his thought that Council should consider � the hiring of an assistant City Mana�er who would assume some of these duties to relieve the City Council as well as the City Manager of a part of the work 1oad. Councilman Britschgi suggested that some thought be given to the matter and that possiblg a decision might be �,.. reached while attending the convention in Los Angeles in October. - � COUNCIL14iAN BRITSCHGI DISCUSSED THE ARRANGEMENT WITH THE SCHOOLS REGAR�ING JOINT US� OF FACILITIES IN THE MAD�UX PARK AREA, arrangements which have not been completed. Matter af construction of fence and exchange of properties are also incomplete. City Manager Rolison atated that he had contacted Superintendent of Schools Spinas who had promised to write a letter cover- ing the situation. William Hanley of the Park anci Recreation Commission stated that he had talked to Mr. Spinas who was requesting authorization to build the fence in Maddux Park �
