This land is essential for expansion of Civic Center. <br /> Z�.e potential population is 80,000 or more and city <br /> expansion will dema.nd more facilities for administra- <br /> tion buildings. At this time the land can be purchased <br /> for a nominal sum whereas delay in this purchase can <br /> mean a far greater expenditure at a later date. <br /> � <br /> Mr. Louis Weiss addressed the Council and stated that the service station would be detri- <br /> � <br /> mental to the community, be a traffic hazard and would prevent orderly de�elopment af the <br /> Civic Center. Due to the several service stations located near by, public convenience <br /> vuould not be hampered. Should the use permit be denied, Col. �Iieiss stated the church in- <br /> '� terests must be protected and he sug�ested that the Council �ake immediate steps to pur- <br /> �» chase the property. Should the use of the building be not feasible he suggested razing <br /> the same and using the land fo r a parking lot until needed for future building. In ans- <br /> wer to Councilman Granger' s question as to the recammendation of the various departrr�nts, <br /> the traffic committee �s letter callin� the attention to the traffic hazard on Jefferson <br /> was read by the Clerk. City Engineer Jain reported that his department had made a study <br /> of driveways and the necessity of future widening of both Jefferson and Middlefield. He <br /> suggested the possible rearran�ement of the pump island with one double driveway on each <br /> �street. The traffic commission, however, are still of the opin3.on that left turns on <br /> Jefferson would create a'problem. Mr. Jain thought there was every evidence that some- <br /> thing could be worked out with the Standard Oil Company along the lines suggested. Coun- <br /> cilman Britschgi questionsd the hazard of left-hand turns, in reply to which Captain Faul- <br /> �,,, stich called attention to conditions at tYie First National Bank and at the Purity parking <br /> .� <br /> lot on the corner aP Main and Middlefielel. . In both of these instances, left hand turns <br /> rendered the signals useless at times. It was thought that the widening of bath streets <br /> would improve conditions on the corner. Councilman Royer stated that his opinions were <br /> in Iine wtth the city engineer� s suggestions. The city was not in a position to purchase <br /> the property at the present time espeeially due to other property carrying first priority. <br /> Should it become �necessary to condem at a later date a service station would be more sat- <br /> isfactory than a permanent building. In h�.s opinion something should be worked out so the <br /> station can be allowed. Mr. Gerald Wagstaff representing the Standard Oil Company stated <br /> that his company would be willing to sit down and work out a practical solution. Council- <br /> ma.n Jones moved that public hearing be closed and all protests be ovarruled, seconded by <br /> �ouncilman Royer. Councilman Stout stated that he would like to see the property used for <br /> off street parking, however, the deal is too far along and the church people should be al- <br /> � <br /> lowed to carry the matter to concluaion. The motion carried. City Attorney C urrie stated <br /> `irn <br /> that th� hearing has been closed and the Council could incorporate in a use permit some <br /> of the provisions or conditions noted. After further discussion Councilman Royer moved <br /> that a use permit be granted, sub�ect to a satisfactory solution to be worked out between <br /> �""'�' the Standard Oil Company and a committee consisting of the Citg Attorney, City Engineer, <br /> � City Manager, Police Ch3.ef, Traffic Committee and a rr�ember of the City Council. Motion <br /> � seconded by Councilman Britsch�i. Mayor Herkner stated that is should be understood that <br /> both streets would eventually be widened by 10� which would reduce the lot to 90r x 9pt , <br /> also chatter bars may bs installed to prevent left turns of traffic traveling east on Jef- <br /> ferson Avenue. After further discussion it was the consensus of' opinion �hat the corr�rnittee <br /> mentioned would be a.n a position to approve the use permit sub3eet to workin� out an <br />
