203 <br /> City Manager Rolison called attention to bond funds which have been set aside for City Dump <br /> purposes but did not recommend spending the money at this t ime. After further discussion <br /> it was decided that the main road be smoothed out sornewhat, also the circle road improved <br /> slightly to make the dumping area more available to the public. City Engineer Jain is <br /> arranging to install an additional section of feneing. Councilman Stout comme��ed on the <br /> �* <br /> City Dump situation and questioned the City Engineer as to what might happen to the accwmu- <br /> �r <br /> lation of junk and old autos. He was informed that no further dumping of junk autos is <br /> being allo�ed. Furthermore, the operator is cutting the auto bodies up gradually. If the <br /> scrap metal market improves, this metal will eventually be hauled away. <br /> �"" RECOMMENDATIONS AND SUGGESTIONS: COUNCIL AND DEPARTMENT HEADS. <br /> '�+ COUNCILMAN STOUT CALLED ATTENTION TO THE PRESENT STATUS REGARDING THE LOCATION OF A SERVICE STA- <br /> TION ON THE JEFFERSON AND MIDDLEFIELD ROAD LOCATION. He stated that apparently there were <br /> difficultiea and problems to be overcome before the oil company could establish t he pro- <br /> posed station. Councilman Stout asked whether or not every source of available funds had <br /> been exhausted, to purchase the property. In his opinion it might still be the w_ise thing <br /> to purchase the property now rather than face the possibility of paying considerably more <br /> at a later date. Councilman Spillers welcomed Councilman Stout�s support to his thoughts <br /> that the City should purchase this property and suggested that the City Manager might check <br /> deeper into the possible availability of funds. The City Nlanager stated that there were <br /> some Off-Street Parking monies at hand which were earmarked for specific purposes. There <br /> was also soms rroney in the C apital Account and also soraa �24,000.00 in Police Building fund. <br /> „�,,, The City Attorney, however, could not see where the purchase of another site would be 3us- <br /> �..a <br /> tified. Councilman Britschgi stated that this matter had been gone over thoroughly for the <br /> past few months and in his opinion the purchase of the Bourquin property would be pre- <br /> ferable. Councilman Royer and Councilman Granger were also of the opinion that the Coun- <br /> cil had voted to allow the use permit based upon- a mutual agreement between the oil com- <br /> pany and the specisl corrunittee and there was no -question in their minds that their actions <br /> should be upheld. Councilman Granger called attention to the matter of Off-Streat Parkin� <br /> plan which the Council was pledged to support. After further discussion, Councilma.n Stout <br /> moved that City Manager Rolison check further into the possible availability of money with <br /> which to purchase any property which might be useful to the City. Report to be made at the <br /> meeting of November 22nd, m�tion seconded by Councilman Spillers, City Attorney commented <br /> that the use permit had been issued to the Standard Oil Company and the Council was committed <br /> to uphold their action in approving the permit. If the oil company turns down the deal then <br /> � <br /> the City could discuss the purchase of the property. The City T►�Ianager was informed that the <br /> � <br /> report in question should cover only money which might be available for the acquisition of <br /> lands. City Manager' s contention was that the matter of making certain funds available for <br /> the purchase of property was a policy matter and subject to the decision of the Council. <br /> !�"""" Motion carried. - <br /> � COIINCILMAN JONES EN TERED THE MEETING AT 9:00 P.
